House Comm: RCS . 01/20/2016 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Fiscal Policy (Legg) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 38 - 49 4 and insert: 5 citizen, who may include, but is not limited to, a person of 6 distinguished civil or military service, to be commemorated in 7 the National Statuary Hall Collection of the United States 8 Capitol. The ad hoc committee shall submit its recommendation to 9 the Division of Historical Resources and the Division of 10 Cultural Affairs. 11 (2) At its first meeting following the effective date of 12 this act, the Florida Council on Arts and Culture, as 13 established under s. 265.285, Florida Statutes, shall select a 14 sculptor, according to the guidelines prescribed by the 15 Department of State and 2 U.S.C. s. 2131, with preference given 16 to a sculptor from this state, to design a statue of the 17 prominent Florida citizen selected pursuant to subsection (1) 18 for replacement of the statue of General Edmund Kirby Smith in 19 the National Statuary Hall Collection. 20 (3) The Florida Council on Arts and Culture and the 21 Department of State shall estimate the costs associated with the 22 replacement of the statue, including the costs to design, 23 construct, transport, and place the new statue; the removal and 24 transfer of the current statue; and any unveiling ceremony for 25 the new statue. The Florida Council on Arts and Culture may 26 raise funds from private sources to fund the costs associated 27 with the replacement of the statue. Funds raised must be placed 28 in the Grants and Donations Trust Fund of the Department of 29 State and may be used only for the limited purposes associated 30 with statue replacement described in this subsection. 31 (4) Based on the recommendations and findings of the ad hoc 32 committee and the Florida Council on Arts and Culture, the 33 Department of State shall submit a report, by January 1, 2017, 34 to the Governor, the President of the Senate, and the Speaker of 35 the House of Representatives. The report must include, but is 36 not limited to, the following: 37 (a) The name of the prominent Florida citizen and the 38 process used to select the prominent Florida citizen. 39 (b) The name of the sculptor and the process used to select 40 the sculptor. 41 (c) An estimate of the total costs associated with 42 replacement of the statue, including the costs to design, 43 construct, transport, and place the new statue; the removal and 44 transfer of the current statue; and any unveiling ceremony for 45 the new statue. 46 (5) In accordance with 2 U.S.C. s. 2132, upon the selection 47 48 ================= T I T L E A M E N D M E N T ================ 49 And the title is amended as follows: 50 Delete lines 9 - 10 51 and insert: 52 statue; requiring the Florida Council on Arts and 53 Culture and the Department of State to estimate costs 54 associated with the replacement of the statue; 55 authorizing the council to raise funds to support such 56 costs; providing for the deposit of funds raised into 57 the Grants and Donations Trust Fund of the department; 58 requiring the department to submit a report to the 59 Governor and the Legislature by a specified date; 60 specifying required content of the report; providing 61 for
