Floor: 2/AD/2R . 02/10/2016 05:01 PM . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Legg moved the following: 1 Senate Substitute for Amendment (922604) 2 3 Delete lines 44 - 81 4 and insert: 5 guidelines prescribed by the division, three prominent Florida 6 citizens, who may include, but are not limited to, persons of 7 distinguished civil or military service, to be commemorated in 8 the National Statuary Hall Collection of the United States 9 Capitol. The ad hoc committee shall submit its recommendations 10 to the Legislature by January 1, 2017. From the ad hoc 11 committee’s recommendations, the Legislature shall select one 12 prominent Florida citizen to replace the statue of General 13 Edmund Kirby Smith in the National Statuary Hall Collection. 14 (2) At its first meeting following the effective date of 15 this act, the Florida Council on Arts and Culture, as 16 established under s. 265.285, Florida Statutes, shall select a 17 sculptor, according to the guidelines prescribed by the 18 Department of State and 2 U.S.C. s. 2131, with preference given 19 to a sculptor from this state, to design a statue of the 20 prominent Florida citizen selected pursuant to subsection (1) 21 for replacement of the statue of General Edmund Kirby Smith. 22 (3) The Florida Council on Arts and Culture and the 23 Department of State shall estimate the costs associated with the 24 replacement of the statue, including the costs to design, 25 construct, transport, and place the new statue; the removal and 26 transfer of the current statue; and any unveiling ceremony for 27 the new statue. The Florida Council on Arts and Culture may 28 raise funds from private sources to fund the costs associated 29 with the replacement of the statue. Funds raised must be placed 30 in the Grants and Donations Trust Fund of the Department of 31 State and may be used only for the limited purposes associated 32 with statue replacement described in this subsection. 33 (4) Based on the findings of the Florida Council on Arts 34 and Culture, the Department of State shall submit a report, by 35 January 1, 2017, to the Governor, the President of the Senate, 36 and the Speaker of the House of Representatives.
