Floor: 1/RS/2R . 02/10/2016 05:02 PM . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Legg moved the following: 1 Senate Amendment 2 3 Delete lines 44 - 81 4 and insert: 5 under s. 267.0731(1)(b), Florida Statutes, shall select, 6 according to guidelines prescribed by the division, three 7 prominent Florida citizens, who may include, but are not limited 8 to, persons of distinguished civil or military service, to be 9 commemorated in the National Statuary Hall Collection of the 10 United States Capitol. The ad hoc committee shall submit its 11 recommendations to the Legislature by January 1, 2017. From the 12 ad hoc committee’s recommendations, the Legislature shall select 13 one prominent Florida citizen to replace the statue of General 14 Edmund Kirby Smith in the National Statuary Hall Collection. 15 (2) At its first meeting following the effective date of 16 this act, the Florida Council on Arts and Culture, as 17 established under s. 265.285, Florida Statutes, shall select a 18 sculptor, according to the guidelines prescribed by the 19 Department of State and 2 U.S.C. s. 2131, with preference given 20 to a sculptor from this state, to design a statue of the 21 prominent Florida citizen selected pursuant to subsection (1) 22 for replacement of the statue of General Edmund Kirby Smith. 23 (3) The Florida Council on Arts and Culture and the 24 Department of State shall estimate the costs associated with the 25 replacement of the statue, including the costs to design, 26 construct, transport, and place the new statue; the removal and 27 transfer of the current statue; and any unveiling ceremony for 28 the new statue. The Florida Council on Arts and Culture may 29 raise funds from private sources to fund the costs associated 30 with the replacement of the statue. Funds raised must be placed 31 in the Grants and Donations Trust Fund of the Department of 32 State and may be used only for the limited purposes associated 33 with statue replacement described in this subsection. 34 (4) Based on the findings of the Florida Council on Arts 35 and Culture, the Department of State shall submit a report, by 36 January 1, 2017, to the Governor, the President of the Senate, 37 and the Speaker of the House of Representatives. The report must 38 include, but is not limited to, the following: 39 (a) The name of the sculptor and the process used to select 40 the sculptor. 41 (b) An estimate of the total costs associated with
