       The Committee on Appropriations (Lee) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 106
    4  and insert:
    5  these activities on a subject property. This subsection expires
    6  on the date the rules for high-pressure well stimulation take
    7  effect.
    8         (4) On or after the date that the rules for high-pressure
    9  well stimulation take effect, a county or municipality may adopt
   10  an ordinance that imposes a moratorium or effects a ban on high
   11  pressure well stimulation within its boundaries. This subsection
   12  in no way limits the authority of a county or municipality to
   13  adopt and enforce zoning or land use requirements that affect
   14  the use of property for the exploration, development,
   15  production, processing, storage, or transportation of oil and
   16  gas.

   20         Between lines 10 and 11
   21  insert:
   22         providing for expiration; authorizing counties or
   23         municipalities to adopt certain ordinances on or after
   24         a specified time;
