       Senator Evers moved the following:

        Senate Amendment (with title amendment)

        Between lines 51 and 52
 insert:
        (e) A dispensing organization as defined in s. 381.986 must
test cannabis before it is sold or distributed to an eligible
patient or the eligible patient’s legal representative. Testing
of the cannabis must be performed by an independent testing
laboratory. For purposes of this paragraph, the term
“independent testing laboratory” means a laboratory, including
the managers, employees, or contractors of the laboratory, which
has no direct or indirect interest in a dispensing organization.
Results must be verified and signed by two dispensing
organization employees. Before dispensing the cannabis, the
dispensing organization must determine that the test results
indicate that it is safe for human consumption and free from
contaminants that are unsafe for human consumption. The
independent testing laboratory must also test the cannabis for
microbials, mold, pesticides, fertilizers, harmful chemicals,
and toxins and the dispensing organization must make a
determination that test results indicate that any presence of
such substances in the cannabis is safe for human consumption
 before dispensing the cannabis.
