Subsection (25) is added to section 1002.20, 6 Florida Statutes, to read: 7 (25) FISCAL TRANSPARENCY.—A parent has the right to know 8 the average amount of money estimated to be expended from all 9 local, state, and federal sources for the education of his or 10 her child, including operating and capital outlay expenses. By 11 December 31 of each year, the department shall publish on its 12 website from each school district’s annual financial report, 13 expenditures on a per FTE basis for general, special revenue, 14 debt service, and capital project funds and a total of such 15 expenditures. Fiduciary, enterprise, and internal service funds 16 may not be included. By December 31 of each year, each school 17 district shall publish the school district’s funding information 18 in the same format on its website. With the exception of 19 expenditures from debt service and capital project funds, the 20 same information regarding the specific school shall be made 21 available to students on each school’s website, provided to 22 parents in the school financial report, and published in the 23 student handbook or a similar publication. 24 25 ================= T I T L E A M E N D M E N T ================ 26 And the title is amended as follows: 27 Between lines 43 and 44 28 insert: 29 amending s. 1002.20, F.S.; providing the right of a 30 parent to know an estimated amount of money expended 31 for the education of his or her child; requiring the 32 Department of Education to annually publish certain 33 financial information on its website by a specified 34 date; requiring each school district to publish 35 certain financial information on its website by a 36 specified date; requiring certain financial 37 information to be published on each school’s website, 38 provided in the school financial report, and 39 authorizing the information to be published in the 40 student handbook or a similar publication;
