       The Committee on Appropriations (Montford) recommended the
       following:
       
    1         Senate Amendment to Amendment (741272) 
    2  
    3         Delete lines 1310 - 1311
    4  and insert:
    5  as determined by the Auditor General, shall be subject to
    6  sanctions. However, if the Auditor General determines that the
    7  cost per student station overage is de minimus or due to
    8  extraordinary circumstances, the sanctions do not apply. The
    9  sanctions are as follows:
