       Senator Bean moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 3885 and 3886
    4  insert:
    5         Section 39. (1) The Legislature finds that draining water
    6  from the St. Johns River through surface water withdrawal
    7  projects may:
    8         (a) Worsen existing pollution problems;
    9         (b) Increase the frequency of toxic algal blooms;
   10         (c) Further reduce river flow and increase the salinity
   11  levels of the river at points further upstream than currently
   12  detected;
   13         (d) Adversely impact the fisheries, wildlife, and submerged
   14  vegetation in and along the river and its tributaries; and
   15         (e) Overall worsen existing pollution problems.
   16         (2) Thus, the legislature directs the Office of Program
   17  Policy Analysis and Accountability to conduct a study of such
   18  surface water removal projects in the St. Johns River Basin.
   19  Such study should analyze the environmental and developmental
   20  impacts of such projects.

   24         Delete line 204
   25  and insert:
   26         important state interest; making legislative findings;
   27         directing the Office of Program Policy Analysis and
   28         Accountability to conduct a study; providing an
   29         effective date.
