       Senator Soto moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 261 - 264
    4  and insert:
    5         Section 3. Paragraphs (f) and (g) are added to subsection
    6  (2) of section 373.036, Florida Statutes, and paragraph (b) of
    7  subsection (7) of that section is amended, to read:
    8         373.036 Florida water plan; district water management
    9  plans.—
   10         (2) DISTRICT WATER MANAGEMENT PLANS.—
   11         (f) Each water management district containing an
   12  Outstanding Florida Spring, as defined in s. 373.802, shall
   13  estimate a maximum sustainable groundwater withdrawal for that
   14  district which would balance the needs of healthy spring
   15  ecosystems and a healthy human economy during all conditions.
   16         (g) District water management plans shall include a
   17  comprehensive plan for protecting and restoring each Outstanding
   18  Florida Spring in the district, including reservations made
   19  pursuant to s. 373.223(4), and recovery or prevention strategies
   20  adopted pursuant to s. 373.0421.
