       Senator Flores moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 18 - 27
    4  and insert:
    5  construct dormitories for up to 300 100 beds for Florida College
    6  System institution students. Such dormitories are shall be
    7  exempt from the building permit allocation system and may be
    8  constructed up to 45 feet in height if the dormitories provided
    9  that they are otherwise consistent with the comprehensive plan,
   10  the Florida College System institution has a hurricane
   11  evacuation plan that requires all dormitory occupants to be
   12  evacuated 48 hours in advance of tropical force winds, and that
   13  transportation is provided for dormitory occupants during an
   14  evacuation. State funds and tuition and fee revenues may not be
   15  used for construction, debt service payments, maintenance, or
   16  operation of such dormitories. Additional dormitory beds
   17  constructed after July 1, 2016, may not be financed through the
   18  issuance of a bond.

   21  And the title is amended as follows:
   22         Delete line 5
   23  and insert:
   24         for up to 300 beds for students; prohibiting the use
   25         of state funds and tuition and fee revenues for
   26         construction, debt service payments, maintenance, or
   27         operation of such dormitories; prohibiting additional
   28         beds constructed after a specified date from being
   29         financed through a bond issue; providing an effective
   30         date.
