       The Committee on Community Affairs (Brandes) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 45 - 51
    4  and insert:
    5  administer a matching grant program to provide up to $50 million
    6  annually in technical and financial assistance, subject to
    7  appropriation, to local governments to implement flood risk
    8  reduction policies and projects consistent with the coastal
    9  management element of a local government comprehensive plan
   10  required under s. 163.3178, an approved local hazard mitigation
   11  plan, or an adaptation action plan. To administer the program,
   12  the division may not spend more than 8 percent of funds
   13  appropriated to it under this section on administration.
