       The Committee on Finance and Tax (Altman) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 41
    4  and insert:
    5  exempt from the tax imposed by this chapter. As used in this
    6  paragraph, the term “aircraft” means a manned vehicle capable of
    7  flight which is designed to transport persons or property. As
