    4         Delete lines 40 - 47
    5  and insert:
    6         (4) Implementation of the Arc Dental Program is contingent
    7  upon appropriation.

   10  And the title is amended as follows:
   11         Delete lines 60 - 61
   12  and insert:
   13         report to the Governor and the Legislature; providing
   14         that implementation of the program is contingent upon
   15         an appropriation;
