       The Committee on Agriculture (Grimsley) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete line 172
    4  and insert:
    5         (h) Acquisition of seeds and starter plants for the
    6  residential cultivation of fruits, vegetables, herbs, and other
    7  culinary products. However, only 5 percent of the total funds
    8  expended in any one project under this section may be used for
    9  such acquisition.
