    1         Senate Amendment (with title amendment)

    3         Between lines 141 and 142
    4  insert:
    5         Section 5. The amendments made by this act do not apply to
    6  applications or refiled applications for facilities or
    7  associated facilities, or substantially similar facilities or
    8  associated facilities, if such applications or refiled
    9  applications were submitted before the effective date of this
   10  act or were pending as of the effective date of this act.
