       Senator Lee moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 141 and 142
    4  insert:
    5         Section 5. (1) The legislature intends that this act ensure
    6  a balance between the need for transmission lines with the broad
    7  interests of the public in order to effect a reasonable balance
    8  between the need for a facility as a means of providing
    9  reliable, economical, and efficient electric energy and the
   10  impact on the public and the environment resulting from the
   11  location of the transmission line corridor and the construction,
   12  operation, and maintenance of the transmission lines.
   13         (2) This act does not preclude or limit any local
   14  government in whose jurisdiction a proposed electrical power
   15  plant or transmission line is to be located from preparing a
   16  report in accordance with s. 403.507, Florida Statutes, or s.
   17  403.526, Florida Statutes, as to the consistency of the proposed
   18  electrical power plant or transmission line with local
   19  ordinances, regulations, standards, or criteria that apply to
   20  the proposed electrical power plant or transmission line,
   21  including applicable local environmental regulations adopted
   22  pursuant to s. 403.182, Florida Statutes, or by other means.
