       The Committee on Rules (Latvala) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete line 42
    4  and insert:
    5  Commission. The authorized return on equity for projects
    6  authorized under this paragraph shall be 50 percent of the
    7  qualifying utility’s commission-approved return on equity.
