Effective October 1, 2017, paragraph (ffff) is 6 added to subsection (4) of section 320.08056, Florida Statutes, 7 to read: 8 320.08056 Specialty license plates.— 9 (4) The following license plate annual use fees shall be 10 collected for the appropriate specialty license plates: 11 (ffff) Ethical Ecotourism license plate, $25. 12 Section 3. Effective October 1, 2017, subsection (84) is 13 added to section 320.08058, Florida Statutes, to read: 14 320.08058 Specialty license plates.— 15 (84) ETHICAL ECOTOURISM LICENSE PLATES.— 16 (a) The department shall develop an Ethical Ecotourism 17 license plate as provided in this section and s. 320.08053. The 18 word “Florida” must appear at the top of the plate, and words 19 that are approved by the department must appear at the bottom of 20 the plate. 21 (b) The annual use fees from the sale of the plate shall be 22 distributed equally between the Florida Society for Ethical 23 Ecotourism and Paddle Florida, Inc., each of which may use up to 24 10 percent of the proceeds for administrative costs and 25 marketing of the plate. The balance of the annual use fees shall 26 be used by the Florida Society for Ethical Ecotourism to provide 27 environmental education and awareness that encourages behaviors 28 that contribute to the sustainability of Florida’s natural 29 ecosystems and resources and Paddle Florida, Inc., to raise 30 awareness about water conservation, wildlife preservation, 31 restoration of springs, and protection of waterways in this 32 state. 33 Section 4. Section 320.089, Florida Statutes, is amended to 34 read: 35 320.089 Veterans of the United States Armed Forces; members 36 of National Guard; survivors of Pearl Harbor; Purple Heart and 37 Bronze Star medal recipients; active or retired United States 38 Armed Forces reservists; Combat Infantry Badge, Combat Medical 39 Badge, or Combat Action Badge recipients; Combat Action Ribbon 40 recipients; Air Force Combat Action Medal recipients; 41 Distinguished Flying Cross recipients; former prisoners of war; 42 Korean War Veterans; Vietnam War Veterans; Operation Desert 43 Shield Veterans; Operation Desert Storm Veterans; Operation 44 Enduring Freedom Veterans; Operation Iraqi Freedom Veterans; 45 Women Veterans; World War II Veterans; and Navy Submariners; 46 special license plates; fee.— 47 (1)(a) Each owner or lessee of an automobile or truck for 48 private use or recreational vehicle as specified in s. 49 320.08(9)(c) or (d), which is not used for hire or commercial 50 use, who is a resident of the state and a veteran of the United 51 States Armed Forces, a Woman Veteran, a World War II Veteran, a 52 Navy Submariner, an active or retired member of the Florida 53 National Guard, a survivor of the attack on Pearl Harbor, a 54 recipient of the Purple Heart medal, a recipient of the Bronze 55 Star medal, an active or retired member of any branch of the 56 United States Armed Forces Reserve, or a recipient of the Combat 57 Infantry Badge, Combat Medical Badge, Combat Action Badge, 58 Combat Action Ribbon, Air Force Combat Action Medal, or 59 Distinguished Flying Cross, upon application to the department, 60 accompanied by proof of release or discharge from any branch of 61 the United States Armed Forces, proof of active membership or 62 retired status in the Florida National Guard, proof of 63 membership in the Pearl Harbor Survivors Association or proof of 64 active military duty in Pearl Harbor on December 7, 1941, proof 65 of being a Purple Heart or Bronze Star medal recipient, proof of 66 active or retired membership in any branch of the United States 67 Armed Forces Reserve, or proof of membership in the Combat 68 Infantrymen’s Association, Inc., proof of being a recipient of 69 the Combat Infantry Badge, Combat Medical Badge, Combat Action 70 Badge, Combat Action Ribbon, Air Force Combat Action Medal, or 71 Distinguished Flying Cross, and upon payment of the license tax 72 for the vehicle as provided in s. 320.08, shall be issued a 73 license plate as provided by s. 320.06 which, in lieu of the 74 serial numbers prescribed by s. 320.06, is stamped with the 75 words “Veteran,” “Woman Veteran,” “WWII Veteran,” “Navy 76 Submariner,” “National Guard,” “Pearl Harbor Survivor,” “Combat 77 wounded veteran,” “U.S. Reserve,” “Combat Infantry Badge,” 78 “Combat Medical Badge,” “Combat Action Badge,” “Combat Action 79 Ribbon,” “Air Force Combat Action Medal,” or “Distinguished 80 Flying Cross,” as appropriate, and a likeness of the related 81 campaign medal or badge, followed by the serial number of the 82 license plate. Additionally, the Purple Heart plate may have the 83 words “Purple Heart” stamped on the plate and the likeness of 84 the Purple Heart medal appearing on the plate. A recipient of 85 the Bronze Star shall be issued a license plate stamped with the 86 term “Bronze Star” and a likeness of the Bronze Star medal 87 followed by the serial number of the license plate. A Bronze 88 Star combat recipient shall be issued a license plate stamped 89 with the term “Bronze Star” and a likeness of the Bronze Star 90 medal with a “Combat V” emblem followed by the serial number of 91 the license plate. 92 (b) Notwithstanding any other provision of law to the 93 contrary, beginning with fiscal year 2002-2003 and annually 94 thereafter, the first $100,000 in general revenue generated from 95 the sale of license plates issued under this section shall be 96 deposited into the Grants and Donations Trust Fund, as described 97 in s. 296.38(2), to be used for the purposes established by law 98 for that trust fund. Any additional general revenue generated 99 from the sale of such plates shall be deposited into the State 100 Homes for Veterans Trust Fund and used solely to construct, 101 operate, and maintain domiciliary and nursing homes for 102 veterans, subject to the requirements of chapter 216. 103 (c) Any revenue generated from the sale of Woman Veteran 104 license plates must be deposited into the Operations and 105 Maintenance Trust Fund administered by the Department of 106 Veterans’ Affairs pursuant to s. 20.375(3) and must be used 107 solely for the purpose of creating and implementing programs to 108 benefit women veterans. Notwithstanding any provisions of law to 109 the contrary, an applicant for a Pearl Harbor Survivor license 110 plate or a Purple Heart license plate who also qualifies for a 111 disabled veteran’s license plate under s. 320.084 shall be 112 issued the appropriate special license plate without payment of 113 the license tax imposed by s. 320.08. 114 115 ================= T I T L E A M E N D M E N T ================ 116 And the title is amended as follows: 117 Delete lines 6 - 21 118 and insert: 119 320.08056, F.S.; establishing an annual use fee for 120 the Ethical Ecotourism license plate; amending s. 121 320.08058, F.S.; directing the Department of Highway 122 Safety and Motor Vehicles to develop the Ethical 123 Ecotourism license plate; providing for distribution 124 and use of fees collected from the sale of the plate; 125 amending s. 320.089, F.S.; creating a special license 126 plate for recipients of the Bronze Star medal; 127 providing parameters for the design of the plate; 128 providing effective
