       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 28 - 29
    4  and insert:
    5  on the date the ordinance is finally adopted, or has fewer than
    6  5 registered electors and such electors do not own property in
    7  the area to be annexed on the date the ordinance is adopted, a
    8  vote of the electors of the area
