       The Committee on Community Affairs (Rodriguez) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 164
    4  and insert:
    5  be dissolved. A referendum may only occur once in a 12-month
    6  period and only after a district has existed for 2 or more
    7  years.
