Appropriations Subcommittee on Higher Education (Clemens)
recommended the following:
1 Senate Amendment (with title amendment)

3 Delete lines 347 - 355
4 and insert:
5 education program. Each university board of trustees shall
6 conduct a fiscal impact study on a potential block tuition
7 policy for its institution, including details on how the policy
8 would be implemented with the least financial impact on the
9 university and how it would replace any revenue lost as a result
10 of the policy, and present a report on its findings to President
11 of the Senate and the Speaker of the House of Representatives by
12 November 1, 2017. A block tuition policy for resident
13 undergraduate students or undergraduate-level courses must shall
14 be based on the per-credit-hour undergraduate tuition
15 established under subsection (4). A block tuition policy for
16 nonresident undergraduate students must shall be based on the
17 per-credit-hour undergraduate
