In order to implement Specific Appropriation 6 1869 of the 2017-2018 General Appropriations Act, section 7 316.0898, Florida Statutes, is created to read: 8 316.0898 Florida Smart City Challenge grant program.— 9 (1) The Department of Transportation, in consultation with 10 the Department of Highway Safety and Motor Vehicles, shall 11 develop the Florida Smart City Challenge grant program and shall 12 establish grant award requirements for municipalities or regions 13 for the purpose of receiving grant awards. Grant applicants must 14 demonstrate and document the adoption of emerging technologies 15 and their impact on the transportation system and must address 16 at least the following focus areas: 17 (a) Autonomous vehicles. 18 (b) Connected vehicles. 19 (c) Sensor-based infrastructure. 20 (d) Collecting and using data. 21 (e) Electric vehicles, including charging stations. 22 (f) Developing strategic models and partnerships. 23 (2) The goals of the grant program include, but are not 24 limited to: 25 (a) Identifying transportation challenges and identifying 26 how emerging technologies can address those challenges. 27 (b) Determining the emerging technologies and strategies 28 that have the potential to provide the most significant impacts. 29 (c) Encouraging municipalities to take significant steps to 30 integrate emerging technologies into their day-to-day 31 operations. 32 (d) Identifying the barriers to implementing the grant 33 program and communicating those barriers to the Legislature and 34 appropriate agencies and organizations. 35 (e) Leveraging the initial grant to attract additional 36 public and private investments. 37 (f) Increasing the state’s competitiveness in the pursuit 38 of grants from the United States Department of Transportation, 39 the United States Department of Energy, and other federal 40 agencies. 41 (g) Committing to the continued operation of programs 42 implemented in connection with the grant. 43 (h) Serving as a model for municipalities nationwide. 44 (i) Documenting the costs and impacts of the grant program 45 and lessons learned during implementation. 46 (j) Identifying solutions that will demonstrate local or 47 regional economic impact. 48 (3) The Department of Transportation shall develop 49 eligibility, application, and selection criteria for the program 50 grants and a plan for the promotion of the grant program to 51 municipalities or regions of this state as an opportunity to 52 compete for grant funding, including the award of grants to a 53 single recipient and secondary grants to specific projects of 54 merit within other applications. The Department of 55 Transportation may contract with a third party that demonstrates 56 knowledge and expertise in the focuses and goals of this section 57 to provide guidance in the development of the requirements of 58 this section. 59 (4) On or before January 1, 2018, the Department of 60 Transportation shall submit the grant program guidelines and 61 plans for promotion of the grant program to the Governor, the 62 President of the Senate, and the Speaker of the House of 63 Representatives. 64 (5) This section expires July 1, 2018. 65 66 ================= T I T L E A M E N D M E N T ================ 67 And the title is amended as follows: 68 Delete line 234 69 and insert: 70 of the grant program; authorizing the Department of 71 Transportation to contract with a third party to 72 assist in the development of the grant program; 73 requiring the Department of
