The Conference Committee on SB 2504 recommended the following:
1 Senate Conference Committee Amendment (with title
2 amendment)

4 Delete everything after the enacting clause
5 and insert:
6 Section 1. Collective bargaining issues at impasse for the
7 2017-2018 fiscal year between the State of Florida and the
8 certified representatives of the bargaining units for state
9 employees are resolved as follows:
10 (1) Collective bargaining issues at impasse between the
11 State of Florida and the Federation of Physicians and Dentists
12 Selected Exempt Service (SES) Supervisory Non-Professional Unit
13 regarding Article 11 “Classification and Pay Plan” shall be
14 resolved by maintaining the status quo under the language of the
15 current collective bargaining agreement.
16 (2) Collective bargaining issues at impasse between the
17 State of Florida and the Federation of Physicians and Dentists
18 State Employees Attorneys Guild regarding Article 10
19 “Classification and Pay Plan” and Article 11 “Classification
20 Review and Professional Practice Scope” shall be resolved by
21 maintaining the status quo under the language of the current
22 collective bargaining agreement.
23 (3) Collective bargaining issues at impasse between the
24 State of Florida and the Federation of Physicians and Dentists
25 Selected Exempt Service (SES) Physicians Unit regarding Article
26 10 “Classification and Pay Plan” and Article 11 “Classification
27 Review and Professional Practice Scope” shall be resolved by
28 maintaining the status quo under the language of the current
29 collective bargaining agreement.
30 (4) Collective bargaining issues at impasse between the
31 State of Florida and the Florida State Fire Service Association
32 regarding Article 9 “Reassignment, Lateral Action, Transfer,
33 Change in Duty Station and Promotion” and Article 23 “Hours of
34 Work and Overtime” shall be resolved by maintaining the status
35 quo under the language of the current collective bargaining
36 agreement.
37 (5) Collective bargaining issues at impasse between the
38 State of Florida and the Police Benevolent Association, Security
39 Services Unit regarding Article 18 “Leave of Absence” and
40 Article 23 “Hours of Work/Overtime” shall be resolved by
41 maintaining the status quo under the language of the current
42 collective bargaining agreement.
43 (6) Collective bargaining issues at impasse between the
44 State of Florida and the Police Benevolent Association, Law
45 Enforcement Unit regarding Article 18 “Hours of Work, Leave and
46 Job-connected Disability” shall be resolved by maintaining the
47 status quo under the language of the current collective
48 bargaining agreement.
49 (7) Collective bargaining issues at impasse between the
50 State of Florida and the Police Benevolent Association, Florida
51 Highway Patrol Unit regarding Article 18 “Hours of Work, Leave
52 and Job-connected Disability” shall be resolved by maintaining
53 the status quo under the language of the current collective
54 bargaining agreement.
55 (8) Collective bargaining issues at impasse between the
56 State of Florida and the Police Benevolent Association, Special
57 Agent Unit regarding Article 18 “Leave” and Article 23 “Workday,
58 Workweek and Overtime” shall be resolved by maintaining the
59 status quo under the language of the current collective
60 bargaining agreement.
61 (9) Collective bargaining issues at impasse between the
62 State of Florida and the American Federation of State, County
63 and Municipal Employees, Florida Council 79 regarding Article 18
64 “Leaves of Absence, Hours of Work, Disability Leave” shall be
65 resolved by maintaining the status quo under the language of the
66 current collective bargaining agreement.

68 All other mandatory collective bargaining issues at impasse for
69 the 2017-2018 fiscal year which are not addressed by this act or
70 the General Appropriations Act for the 2017-2018 fiscal year
71 shall be resolved in accordance with the personnel rules in
72 effect on April 1, 2017, and by otherwise maintaining the status
73 quo under the language of the applicable current collective
74 bargaining agreement.
75 Section 2. This act shall take effect July 1, 2017.

79 Delete everything before the enacting clause
80 and insert:
81 A bill to be entitled
82 An act relating to collective bargaining; providing
83 for the resolution of certain collective bargaining
84 issues at impasse between the State of Florida and
85 certified bargaining units of state employees;
86 providing for all other mandatory collective
87 bargaining issues at impasse that are not addressed by
88 the act or the General Appropriations Act to be
89 resolved consistent with personnel rules and by
90 otherwise maintaining the status quo; providing an
91 effective date.
