Florida Senate - 2017 (PROPOSED BILL) SPB 2512 FOR CONSIDERATION By the Committee on Appropriations 576-02789-17 20172512pb 1 A bill to be entitled 2 An act relating to the Capitol Complex Advisory 3 Council; creating the advisory council within the 4 legislative branch; specifying the composition of the 5 advisory council; defining the term “Capitol Complex”; 6 authorizing the advisory council to consult with 7 specified persons in furtherance of its duties; 8 prescribing reporting requirements; requiring the 9 Department of Management Services to periodically 10 brief the advisory council with respect to planned 11 actions regarding the Capitol Complex; providing an 12 effective date. 13 14 Be It Enacted by the Legislature of the State of Florida: 15 16 Section 1. Section 1. Capitol Complex Advisory Council.— 17 (1) The Capitol Complex Advisory Council is created within 18 the legislative branch. The advisory council is composed of: 19 (a) One person appointed by the President of the Senate. 20 (b) One person appointed by the Speaker of the House of 21 Representatives. 22 (c) One person appointed by the Governor. 23 (d) The Sergeant at Arms of the Senate. 24 (e) The Sergeant at Arms of the House of Representatives. 25 (2) The members of the advisory council shall designate a 26 chair. 27 (3) For purposes of this section, the term “Capitol 28 Complex” has the same meaning as provided in s. 281.01, Florida 29 Statutes. 30 (4) In furtherance of its duties, the advisory council may 31 consult with the director of the Capitol Police, the Florida 32 Historic Capitol Museum Director, the clerk and the marshal of 33 the Supreme Court, the State Courts Administrator, the 34 facilities manager of the Capitol Complex, the city manager of 35 the City of Tallahassee, and other persons as it may deem 36 appropriate. 37 (5) The advisory council shall periodically report to the 38 Governor, the presiding officers of both houses of the 39 Legislature, the Secretary of Management Services, and the 40 executive director of the Department of Law Enforcement and may 41 include recommendations on: 42 (a) The operation, maintenance, preservation, and 43 protection of the structures and the grounds of the Capitol 44 Complex. 45 (b) The design, development, or location of any monuments, 46 as defined under s. 265.111, Florida Statutes, or temporary 47 exhibits or installations within the Capitol Complex. 48 (c) Security updates and security improvements to the 49 Capitol Complex. 50 (d) Budgetary needs to support the recommendations 51 described in paragraphs (a), (b), and (c). 52 (6) The Department of Management Services shall 53 periodically brief the advisory group on actions it plans to 54 take regarding the Capitol Complex. 55 Section 2. This act shall take effect July 1, 2017.
