       The Committee on Rules (Artiles) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 84 and 85
    4  insert:
    5         Section 1. Subsection (2) of section 713.78, Florida
    6  Statutes, is amended to read:
    7         713.78 Liens for recovering, towing, or storing vehicles
    8  and vessels.—
    9         (2) Whenever a person regularly engaged in the business of
   10  transporting vehicles or vessels by wrecker, tow truck, or car
   11  carrier recovers, removes, or stores a vehicle or vessel upon
   12  instructions from:
   13         (a) The owner thereof;
   14         (b) The owner or lessor, or a person authorized by the
   15  owner or lessor, of property on which such vehicle or vessel is
   16  wrongfully parked, and the removal is done in compliance with s.
   17  715.07;
   18         (c) The landlord or a person authorized by the landlord,
   19  when such motor vehicle or vessel remained on the premises after
   20  the tenancy terminated and the removal is done in compliance
   21  with s. 83.806 or s. 715.104; or
   22         (d) Any law enforcement agency,
   23  
   24  she or he shall have a lien on the vehicle or vessel for a
   25  reasonable towing fee and for a reasonable storage fee; except
   26  that no storage fee shall be charged if the vehicle is stored
   27  for less than 6 hours.
