       The Committee on Community Affairs (Steube) recommended the
       following:
       
    1         Senate Amendment to Amendment (870392) (with title
    2  amendment)
    3  
    4         Delete lines 7 - 12
    5  and insert:
    6  revenue-neutral to the county, special taxing district, or both,
    7  a referendum to adopt or amend a local government sales surtax
    8  under this section shall be held only at a general election, as
    9  defined in s. 97.021, and requires the approval of a majority of
   10  the voters voting on the ballot question for passage. A
   11  referendum on a surtax that will be revenue-neutral to the
   12  county, special taxing district, or both may be held at a
   13  special

   18  and insert:
