    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08056, F.S.; establishing an annual use fee for
    4         the Support Our Constitution license plate; amending
    5         s. 320.08058, F.S.; requiring the Department of
    6         Highway Safety and Motor Vehicles to create a Support
    7         Our Constitution license plate; providing for the
    8         distribution of use fees received from the sale of
    9         such plates; providing an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Paragraph (ffff) is added to subsection (4) of
   14  section 320.08056, Florida Statutes, to read:
   15         320.08056 Specialty license plates.—
   16         (4) The following license plate annual use fees shall be
   17  collected for the appropriate specialty license plates:
   18         (ffff) Support Our Constitution license plate, $25.
   19         Section 2. Subsection (84) is added to section 320.08058,
   20  Florida Statutes, to read:
   21         320.08058 Specialty license plates.—
   22         (84) SUPPORT OUR CONSTITUTION LICENSE PLATE.—
   23         (a) The department shall develop a Support Our Constitution
   24  license plate as provided in this section and s. 320.08053.
   25  Support Our Constitution license plates must bear the colors and
   26  design approved by the department. The word “Florida” must
   27  appear at the top of the plate, and the words “Support Our
   28  Constitution” must appear at the bottom of the plate.
   29         (b) The annual use fees shall be distributed to The
   30  Constitution Foundation, Inc. The Constitution Foundation, Inc.,
   31  shall use the proceeds as follows:
   32         1.A maximum of 15 percent may be used for administrative
   33  costs of the organization.
   34         2. A maximum of 10 percent may be used for promotion and
   35  the marketing costs of the license plate.
   36         3.The remainder shall be used to fund the activities,
   37  programs, projects, and mission of The Constitution Foundation,
   38  Inc., to increase awareness and understanding of the United
   39  States Constitution in Florida’s public schools, recruit and
   40  train school leaders to make presentations in each school
   41  district, and provide to each student, at no charge, learning
   42  materials and a pocket Constitution.
   43         Section 3. This act shall take effect October 1, 2017.
