Florida Senate - 2017 SB 394 By Senator Steube 23-00579-17 2017394__ 1 A bill to be entitled 2 An act relating to advanced registered nurse 3 practitioners; amending s. 464.012, F.S.; providing 4 that certified registered nurse anesthetists, to the 5 extent authorized by a protocol established in 6 collaboration with the medical staff of a facility in 7 which the anesthetic service is performed, may 8 determine, in collaboration with the responsible 9 physician, the appropriate type of anesthesia; 10 providing an effective date. 11 12 Be It Enacted by the Legislature of the State of Florida: 13 14 Section 1. Paragraph (a) of subsection (4) of section 15 464.012, Florida Statutes, is amended to read: 16 464.012 Certification of advanced registered nurse 17 practitioners; fees; controlled substance prescribing.— 18 (4) In addition to the general functions specified in 19 subsection (3), an advanced registered nurse practitioner may 20 perform the following acts within his or her specialty: 21 (a) The certified registered nurse anesthetist may, to the 22 extent authorized by a protocol established in collaboration 23 withestablished protocol approved bythe medical staff of the 24 facility in which the anesthetic service is performed, perform 25 any or all of the following: 26 1. Determine the health status of the patient as it relates 27 to the risk factors and to the anesthetic management of the 28 patient through the performance of the general functions. 29 2. Based on history, physical assessment, and supplemental 30 laboratory results, determine, in collaboration with theconsent31of theresponsible physician, the appropriate type of anesthesia 32 within the framework of the protocol. 33 3. Order under the protocol preanesthetic medication. 34 4. Perform under the protocol procedures commonly used to 35 render the patient insensible to pain during the performance of 36 surgical, obstetrical, therapeutic, or diagnostic clinical 37 procedures. These procedures include ordering and administering 38 regional, spinal, and general anesthesia; inhalation agents and 39 techniques; intravenous agents and techniques; and techniques of 40 hypnosis. 41 5. Order or perform monitoring procedures indicated as 42 pertinent to the anesthetic health care management of the 43 patient. 44 6. Support life functions during anesthesia health care, 45 including induction and intubation procedures, the use of 46 appropriate mechanical supportive devices, and the management of 47 fluid, electrolyte, and blood component balances. 48 7. Recognize and take appropriate corrective action for 49 abnormal patient responses to anesthesia, adjunctive medication, 50 or other forms of therapy. 51 8. Recognize and treat a cardiac arrhythmia while the 52 patient is under anesthetic care. 53 9. Participate in management of the patient while in the 54 postanesthesia recovery area, including ordering the 55 administration of fluids and drugs. 56 10. Place special peripheral and central venous and 57 arterial lines for blood sampling and monitoring as appropriate. 58 Section 2. This act shall take effect July 1, 2017.
