House Comm: WD . 04/20/2017 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Appropriations Subcommittee on Health and Human Services (Artiles) recommended the following: 1 Senate Substitute for Amendment (700186) (with title 2 amendment) 3 4 Between lines 702 and 703 5 insert: 6 (j) Meet the minority business enterprise procurement goals 7 set forth in s. 287.042, in the procurement of commodities, 8 contractual services, and other services and in the selection of 9 vendors in the administration of activities under this section. 10 The procurement goals must also be applied to veteran business 11 enterprises. The goal for participation of minority business 12 enterprises, as that term is defined in s. 288.703(3), and of 13 veteran business enterprises, as defined in s. 295.187(3), in 14 MMTC operations and subcontracting is 10 percent; however, no 15 more than 35 percent of such business enterprises may be owned 16 by any one of the minority persons specified in s. 288.703 or by 17 a veteran business enterprise, respectively. 18 1. This paragraph does not preclude a minority person or 19 veteran business enterprise from competing for any MMTC 20 registration or any other procurement of goods or services 21 awarded by the department. 22 2. MMTCs have 12 months after the date of their 23 registration to demonstrate to the department compliance with 24 the minority business enterprise participation goal established 25 in this paragraph. 26 (k) Implement training programs and other educational 27 programs to enable minority persons and veteran business 28 enterprises to effectively compete for MMTC registration and 29 contracts. 30 31 ================= T I T L E A M E N D M E N T ================ 32 And the title is amended as follows: 33 Between lines 52 and 53 34 insert: 35 requiring the department to meet specified minority 36 business enterprise and veteran business enterprise 37 participation goals; providing construction; requiring 38 medical marijuana treatment centers to demonstrate to 39 the department their compliance with such goals; 40 requiring the department to implement training 41 programs and other educational programs for minority 42 persons and veteran business enterprises to enable 43 them to effectively compete for medical marijuana 44 treatment center registration and contracts;
