The department may charge a reasonable fee 6 associated with the issuance and renewal of patient and 7 caregiver identification cards. By October 3, 2017, the 8 department shall begin issuing identification cards to adult 9 patients who have a physician certification that meets the 10 requirements of subsection (2); minor patients who have a 11 physician certification that meets the requirements of 12 subsection (2) and the written consent of a parent or legal 13 guardian; and caregivers registered pursuant to subsection (5). 14 In addition to the other requirements of this section, the 15 department may issue a compassionate use registry identification 16 card to a patient who is not a resident of this state only after 17 the department has verified that the patient can lawfully obtain 18 marijuana through a medical marijuana program in the state that 19 he or she resides in.
