House Comm: WD . 04/20/2017 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Appropriations Subcommittee on Health and Human Services (Powell) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Between lines 702 and 703 4 insert: 5 (j) Meet the minority business enterprise procurement goals 6 set forth in s. 287.042 in the procurement of commodities, 7 contractual services, and other services and in the selection of 8 vendors in the administration of activities under this section. 9 The goal for participation of minority business enterprises, as 10 defined in s. 288.703(3), in MMTC operations and subcontracting 11 is 10 percent; however, no more than 35 percent of such minority 12 business enterprises may be owned by any one of the minority 13 persons specified in s. 288.703(4)(a)-(e), respectively. 14 1. This paragraph does not preclude or prohibit a minority 15 person from competing for any MMTC registration or any other 16 procurement of goods or services awarded by the department. 17 2. MMTCs have 12 months after the date of their 18 registration to demonstrate to the department compliance with 19 the minority business enterprise participation goal established 20 in this paragraph. 21 (k) Implement training programs and other educational 22 programs to enable minority persons to compete for MMTC 23 registration and contracts on an equal basis. 24 25 ================= T I T L E A M E N D M E N T ================ 26 And the title is amended as follows: 27 Between lines 52 and 53 28 insert: 29 requiring the department to meet a specified minority 30 business enterprise participation goal; providing 31 construction; requiring medical marijuana treatment 32 centers to demonstrate to the department their 33 compliance with such goal; requiring the department to 34 implement training programs and other educational 35 programs for minority persons to enable them to 36 compete for medical marijuana treatment center 37 registration and contracts;
