House Comm: WD . 04/04/2017 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Health Policy (Powell) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Between lines 573 and 574 4 insert: 5 (h) Meet the minority business enterprise procurement goals 6 set forth in s. 287.042 in the procurement of commodities, 7 contractual services, other services, and vendors in the 8 administration of activities under this section. The goal for 9 minority business enterprise participation in MMTC operations 10 and subcontracting, as defined in s. 288.703(3) is 10 percent; 11 however, no more than 35 percent of such minority business 12 enterprises may be owned by any one of the minority persons 13 specified in s. 288.703(4)(a)-(e), respectively. 14 1. This paragraph does not preclude or prohibit a minority 15 person from competing for any MMTC registration or any other 16 procurement of goods or services awarded by the department. 17 2. MMTCs have 12 months from the date of their registration 18 to demonstrate to the department compliance with the minority 19 business participation goal established in this paragraph. 20 (i) Implement training programs and other educational 21 programs to enable minority persons to compete for MMTC 22 registration and contracts on an equal basis. 23 24 ================= T I T L E A M E N D M E N T ================ 25 And the title is amended as follows: 26 Between lines 39 and 40 27 insert: 28 requiring the department to meet a specified minority 29 business enterprise procurement goal; requiring 30 medical marijuana treatment centers to demonstrate to 31 the department its compliance with the goal; requiring 32 the department to implement training programs and 33 other educational programs for minority business 34 enterprises to enable them to compete for medical 35 marijuana treatment center registration and contracts;
