Analysis and Government Accountability to prepare a report examining the
imposition and execution of capital punishment at a system-wide level in
Florida.

In Section 06 On Page 327
In Section 06, on Page 327, INSERT the following:
From the funds in Specific Appropriation 2683 and 2684, the Office of
Program Policy Analysis and Government Accountability (OPPAGA) shall
prepare a report examining the imposition and execution of capital
punishment at a system-wide level in Florida. The report must identify
the actual annual fiscal cost associated with maintaining the capital
punishment system as well as the average cost to state and local
government associated with the execution of a single offender from
indictment to execution. The report must also address causes driving
disparities in capital sentencing outcomes on the basis of demographic
factors of the offender and the victim including, but not limited to,
race, gender, sex, and geography. If causation cannot be established,
the report must identify specific barriers to determining causation.
The report must include specific legislative proposals to reduce the

cost of the capital punishment system to taxpayers as well as moderate
the outcome disparities correlated with demographic factors. OPPAGA is
authorized, within existing resources, to work with any private or
public entity in the development of the report. All state funded
entities are requested to assist OPPAGA in the development of the report
and are asked to comply with any request for information from OPPAGA.
The report shall be submitted to the President of the Senate, the
Speaker of the House of Representatives, the Governor, and the Chief
Justice of the Supreme Court by December 1, 2017.
Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items. |
