51 (c) A person issued a specialty license plate that has been
52 discontinued by the department may keep the discontinued
53 specialty license plate for the remainder of the 10-year license
54 plate replacement period and must pay all other applicable
55 registration fees. However, such person is exempt from paying
56 the applicable specialty license plate fee under subsection (4)
57 for the remainder of the 10-year license plate replacement
58 period.
59 (d) If the department discontinues issuance of a specialty
60 license plate, all annual use fees held or collected by the
61 department shall be distributed within 180 days after the date
62 the specialty license plate is discontinued. Of those fees, the
63 department shall retain an amount sufficient to defray the
64 applicable administrative and inventory closeout costs
65 associated with discontinuance of the plate. The remaining funds
66 shall be distributed to the specified organization or
67 organizations as provided in s. 320.08058.
68 (e) If an organization that is the intended recipient of
69 the funds pursuant to s. 320.08058 no longer exists, the
70 department shall deposit any undisbursed funds into the Highway
71 Safety Operating Trust Fund.
72 (f) Notwithstanding paragraph (a), on January 1 of each
73 year, the department shall discontinue the specialty license
74 plate with the fewest number of plates in circulation over the
75 previous 24 months. A warning letter shall be mailed to the
76 sponsoring organization following the first month in which the
77 total number of valid specialty license plate registrations is
78 the fewest in circulation over the previous 24 months.
79 (10)(a) A specialty license plate annual use fee collected
80 and distributed under this chapter, or any interest earned from
81 those fees, may not be used for commercial or for-profit
82 activities nor for general or administrative expenses, except as
83 authorized by s. 320.08058 or to pay the cost of the audit or
84 report required by s. 320.08062(1). The fees and any interest
85 earned from the fees may be expended only for use in this state
86 unless the annual use fee is derived from the sale of United
87 States Armed Forces and veterans-related specialty license
88 plates pursuant to paragraphs (4)(d), (bb), (kk), (iii), and
89 (uuu) (ll), (kkk), and (yyy) and s. 320.0891 or out-of-state
90 college or university license plates pursuant to paragraphs
91 (4)(wwww), (bbbbb), and (ccccc).
92 Section 3. Effective October 1, 2020, paragraph (a) of
93 subsection (8) of section 320.08056, Florida Statutes, is
94 amended to read:
95 320.08056 Specialty license plates.—
96 (8)(a) The department must discontinue the issuance of an
97 approved specialty license plate if the number of valid
98 specialty plate registrations falls below 3,000 1,000 plates for
99 at least 12 consecutive months. A warning letter shall be mailed
100 to the sponsoring organization following the first month in
101 which the total number of valid specialty plate registrations is
102 below 3,000 1,000 plates. This paragraph does not apply to
103 collegiate license plates established under s. 320.08058(3),
104 license plates of institutions in and entities of the State
105 University System, specialty license plates that have statutory
106 eligibility limitations for purchase, or Florida Professional
107 Sports Team License plates established under s. 320.08058(9).
108 Section 4. Present subsections (32) through (56), present
109 subsections (58) through (68), and present subsections (71)
110 through (83) of section 320.08058, Florida Statutes, are
111 redesignated as subsections (31) through (55), subsections (56)
112 through (66), and (67) through (79), respectively, paragraph (a)
113 of subsection (7), present subsections (31) and (57), paragraph
114 (b) of present subsection (66), present subsections (69) and
115 (70), and paragraph (b) of present subsection (80) of that
116 section are amended, and new subsections (80) through (83) and
117 subsections (84) through (107) are added to that section, to
118 read:
119 320.08058 Specialty license plates.—
120 (7) SPECIAL OLYMPICS FLORIDA LICENSE PLATES.—
121 (a) Special Olympics Florida license plates must contain
122 the official Special Olympics Florida logo and must bear a
123 design and colors that are approved by the department. The word
124 “Florida” must be centered at the top bottom of the plate, and
125 the words “Be a Fan” “Everyone Wins” must be centered at the
126 bottom top of the plate.
127 (31) AMERICAN RED CROSS LICENSE PLATES.—
128 (a) Notwithstanding the provisions of s. 320.08053, the
129 department shall develop an American Red Cross license plate as
130 provided in this section. The word “Florida” must appear at the
131 top of the plate, and the words “American Red Cross” must appear
132 at the bottom of the plate.
133 (b) The department shall retain all revenues from the sale
134 of such plates until all startup costs for developing and
135 issuing the plates have been recovered. Thereafter, 50 percent
136 of the annual use fees shall be distributed to the American Red
137 Cross Chapter of Central Florida, with statistics on sales of
138 license plates, which are tabulated by county. The American Red
139 Cross Chapter of Central Florida must distribute to each of the
140 chapters in this state the moneys received from sales in the
141 counties covered by the respective chapters, which moneys must
142 be used for education and disaster relief in Florida. Fifty
143 percent of the annual use fees shall be distributed
144 proportionately to the three statewide approved poison control
145 centers for purposes of combating bioterrorism and other poison
146 related purposes.
147 (57) DONATE ORGANS-PASS IT ON LICENSE PLATES.—
148 (a) The department shall develop a Donate Organs-Pass It On
149 license plate as provided in this section. The word “Florida”
150 must appear at the top of the plate, and the words “Donate
151 Organs-Pass It On” must appear at the bottom of the plate.
152 (b) The annual use fees shall be distributed to Transplant
153 Foundation, Inc., and shall use up to 10 percent of the proceeds
154 from the annual use fee for marketing and administrative costs
155 that are directly associated with the management and
156 distribution of the proceeds. The remaining proceeds shall be
157 used to provide statewide grants for patient services, including
158 preoperative, rehabilitative, and housing assistance; organ
159 donor education and awareness programs; and statewide medical
160 research.
161 (64)(66) IN GOD WE TRUST LICENSE PLATES.—
162 (b) The license plate annual use fees shall be distributed
163 to the In God We Trust Foundation, Inc., which may use up to 10
164 percent of the proceeds to offset administrative costs,
165 promotion, and marketing of the license plate directly
166 associated with the operations of the foundation. The remaining
167 proceeds may be used to address the needs of the military
168 community and the public safety community; provide educational
169 grants and scholarships to foster self-reliance and stability in
170 Florida’s youth; and provide education in to fund educational
171 scholarships for the children of Florida residents who are
172 members of the United States Armed Forces, the National Guard,
173 and the United States Armed Forces Reserve and for the children
174 of public safety employees who have died in the line of duty who
175 are not covered by existing state law. Funds shall also be
176 distributed to other s. 501(c)(3) organizations that may apply
177 for grants and scholarships and to provide educational grants to
178 public and private schools regarding to promote the historical
179 and religious significance of religion in American and Florida
180 history. The In God We Trust Foundation, Inc., shall create an
181 advisory council comprised of persons with knowledge in these
182 program areas to make funding recommendations distribute the
183 license plate annual use fees in the following manner:
184 1. The In God We Trust Foundation, Inc., shall retain all
185 revenues from the sale of such plates until all startup costs
186 for developing and establishing the plate have been recovered.
187 2. Ten percent of the funds received by the In God We Trust
188 Foundation, Inc., shall be expended for administrative costs,
189 promotion, and marketing of the license plate directly
190 associated with the operations of the In God We Trust
191 Foundation, Inc.
192 3. All remaining funds shall be expended by the In God We
193 Trust Foundation, Inc., for programs.
194 (69) ST. JOHNS RIVER LICENSE PLATES.—
195 (a) The department shall develop a St. Johns River license
196 plate as provided in this section. The St. Johns River license
197 plates must bear the colors and design approved by the
198 department. The word “Florida” must appear at the top of the
199 plate, and the words “St. Johns River” must appear at the bottom
200 of the plate.
201 (b) The requirements of s. 320.08053 must be met prior to
202 the issuance of the plate. Thereafter, the license plate annual
203 use fees shall be distributed to the St. Johns River Alliance,
204 Inc., a s. 501(c)(3) nonprofit organization, which shall
205 administer the fees as follows:
206 1. The St. Johns River Alliance, Inc., shall retain the
207 first $60,000 of the annual use fees as direct reimbursement for
208 administrative costs, startup costs, and costs incurred in the
209 development and approval process. Thereafter, up to 10 percent
210 of the annual use fee revenue may be used for administrative
211 costs directly associated with education programs, conservation,
212 research, and grant administration of the organization, and up
213 to 10 percent may be used for promotion and marketing of the
214 specialty license plate.
215 2. At least 30 percent of the fees shall be available for
216 competitive grants for targeted community-based or county-based
217 research or projects for which state funding is limited or not
218 currently available. The remaining 50 percent shall be directed
219 toward community outreach and access programs. The competitive
220 grants shall be administered and approved by the board of
221 directors of the St. Johns River Alliance, Inc. A grant advisory
222 committee shall be composed of six members chosen by the St.
223 Johns River Alliance board members.
224 3. Any remaining funds shall be distributed with the
225 approval of and accountability to the board of directors of the
226 St. Johns River Alliance, Inc., and shall be used to support
227 activities contributing to education, outreach, and springs
228 conservation.
229 4. Effective July 1, 2014, the St. Johns River license
230 plate will shift into the presale voucher phase, as provided in
231 s. 320.08053(2)(b). The St. Johns River Alliance, Inc., shall
232 have 24 months to record a minimum of 1,000 sales of the license
233 plates. Sales include existing active plates and vouchers sold
234 subsequent to July 1, 2014. During the voucher period, new
235 plates may not be issued, but existing plates may be renewed.
236 If, at the conclusion of the 24-month presale period, the
237 requirement of a minimum of 1,000 sales has been met, the
238 department shall resume normal distribution of the St. Johns
239 River specialty plate. If, after 24 months, the minimum of 1,000
240 sales has not been met, the department shall discontinue the
241 development and issuance of the plate. This subparagraph is
242 repealed June 30, 2016.
243 (70) HISPANIC ACHIEVERS LICENSE PLATES.—
244 (a) Notwithstanding the requirements of s. 320.08053, the
245 department shall develop a Hispanic Achievers license plate as
246 provided in this section. The plate must bear the colors and
247 design approved by the department. The word “Florida” must
248 appear at the top of the plate, and the words “Hispanic
249 Achievers” must appear at the bottom of the plate.
250 (b) The proceeds from the license plate annual use fee
251 shall be distributed to National Hispanic Corporate Achievers,
252 Inc., a nonprofit corporation under s. 501(c)(3) of the Internal
253 Revenue Code, to fund grants to nonprofit organizations to
254 operate programs and provide scholarships and for marketing the
255 Hispanic Achievers license plate. National Hispanic Corporate
256 Achievers, Inc., shall establish a Hispanic Achievers Grant
257 Council that shall provide recommendations for statewide grants
258 from available Hispanic Achievers license plate proceeds to
259 nonprofit organizations for programs and scholarships for
260 Hispanic and minority Floridians. National Hispanic Corporate
261 Achievers, Inc., shall also establish a Hispanic Achievers
262 License Plate Fund. Moneys in the fund shall be used by the
263 grant council as provided in this paragraph. All funds received
264 under this subsection must be used in this state.
265 (c) National Hispanic Corporate Achievers, Inc., may retain
266 all proceeds from the annual use fee until documented startup
267 costs for developing and establishing the plate have been
268 recovered. Thereafter, the proceeds from the annual use fee
269 shall be used as follows:
270 1. Up to 5 percent of the proceeds may be used for the cost
271 of administration of the Hispanic Achievers License Plate Fund,
272 the Hispanic Achievers Grant Council, and related matters.
273 2. Funds may be used as necessary for annual audit or
274 compliance affidavit costs.
275 3. Up to 20 percent of the proceeds may be used to market
276 and promote the Hispanic Achievers license plate.
277 4. Twenty-five percent of the proceeds shall be used by the
278 Hispanic Corporate Achievers, Inc., located in Seminole County,
279 for grants.
280 5. The remaining proceeds shall be available to the
281 Hispanic Achievers Grant Council to award grants for services,
282 programs, or scholarships for Hispanic and minority individuals
283 and organizations throughout Florida. All grant recipients must
284 provide to the Hispanic Achievers Grant Council an annual
285 program and financial report regarding the use of grant funds.
286 Such reports must be available to the public.
287 (d) Effective July 1, 2014, the Hispanic Achievers license
288 plate will shift into the presale voucher phase, as provided in
289 s. 320.08053(2)(b). National Hispanic Corporate Achievers, Inc.,
290 shall have 24 months to record a minimum of 1,000 sales. Sales
291 include existing active plates and vouchers sold subsequent to
292 July 1, 2014. During the voucher period, new plates may not be
293 issued, but existing plates may be renewed. If, at the
294 conclusion of the 24-month presale period, the requirement of a
295 minimum of 1,000 sales has been met, the department shall resume
296 normal distribution of the Hispanic Achievers license plate. If,
297 after 24 months, the minimum of 1,000 sales has not been met,
298 the department shall discontinue the Hispanic Achievers license
299 plate. This subsection is repealed June 30, 2016.
300 (76)(80) FALLEN LAW ENFORCEMENT OFFICERS LICENSE PLATES.—
301 (b) The annual use fees shall be distributed to the Police
302 and Kids Foundation, Inc., which may use up to a maximum of 10
303 percent of the proceeds for marketing to promote and market the
304 plate. All remaining proceeds shall be distributed to and used
305 by the Police and Kids Foundation, Inc., for its operations,
306 activities, programs, and projects The remainder of the proceeds
307 shall be used by the Police and Kids Foundation, Inc., to invest
308 and reinvest, and the interest earnings shall be used for the
309 operation of the Police and Kids Foundation, Inc.
310 (80) DUCKS UNLIMITED LICENSE PLATES.—
311 (a) The department shall develop a Ducks Unlimited license
312 plate as provided in this section and s. 320.08053. Ducks
313 Unlimited license plates must bear the colors and design
314 approved by the department. The word “Florida” must appear at
315 the top of the plate, and the words “Conserving Florida
316 Wetlands” must appear at the bottom of the plate.
317 (b) The annual use fees from the sale of the plate shall be
318 distributed to Ducks Unlimited, Inc., a nonprofit corporation
319 under s. 501(c)(3) of the Internal Revenue Code, to be used as
320 follows:
321 1. Up to 5 percent may be used for administrative costs and
322 marketing of the plate.
323 2. A minimum of 95 percent shall be used in this state to
324 support the mission and efforts of Ducks Unlimited, Inc., for
325 the conservation, restoration, and management of Florida
326 wetlands and associated habitats for the benefit of waterfowl,
327 other wildlife, and people.
328 (81) PLAY BALL LICENSE PLATES.—
329 (a) The department shall develop a Play Ball license plate
330 as provided in this section and s. 320.08053. Play Ball license
331 plates must bear the colors and design approved by the
332 department. The word “Florida” must appear at the top of the
333 plate, and the words “Play Ball” must appear at the bottom of
334 the plate.
335 (b) The license plate annual use fees shall be distributed
336 to American Dream Baseball, Inc., which may retain all proceeds
337 from the annual use fees until the startup costs for developing
338 and issuing the license plates have been recovered. Thereafter,
339 American Dream Baseball, Inc., may use the proceeds as follows:
340 1. A maximum of 10 percent may be used for administrative
341 costs of the organization associated with implementing the
342 programs funded by proceeds derived from sales of the specialty
343 license plate and for the promotion and marketing costs of the
344 license plate.
345 2. The remainder shall be used to fund the activities,
346 programs, and projects of American Dream Baseball, Inc.
347 (82) AMERICA THE BEAUTIFUL LICENSE PLATES.—
348 (a) The department shall develop an America The Beautiful
349 license plate as provided in this section and s. 320.08053. The
350 word “Florida” must appear at the top of the plate, and the
351 words “America The Beautiful” must appear on the plate.
352 (b) The annual use fees from the plate shall be distributed
353 to the America the Beautiful Fund as follows: 10 percent to
354 offset its administrative, marketing and promotion costs, and
355 the remaining 85 percent for projects and programs teaching
356 character, leadership, and service to Florida youth; provision
357 of well-being and assistance in the military community; outdoor
358 education advancing self-sufficiency; wildlife conservation
359 including imperiled and managed species; the maintenance of
360 historic or culturally important sites, buildings, structures,
361 or objects, and the development and modification of playgrounds,
362 recreational areas, or other outdoor amenities, including
363 disability access.
364 (83) PROTECT POLLINATORS PLATES.—
365 (a) The department shall develop a Protect Pollinators
366 license plate as provided in this section and s. 320.08053. The
367 word “Florida” must appear at the top of the plate, and the
368 words “Protect Pollinators” must appear at the bottom of the
369 plate.
370 (b) The annual use fees from the sale of the plate shall be
371 distributed to the Florida Wildflower Foundation, Inc., which:
372 1. May use a maximum of 10 percent of the proceeds to
373 market, promote, and administer the Protect Pollinators plate.
374 2. Shall use the remainder of the proceeds to establish
375 pollinator wildflower habitats, fund pollinator education and
376 research programs, and promote awareness of pollinators,
377 including butterflies, native bees and honeybees, hummingbirds,
378 bats, and hundreds of other insects and animal pollinator
379 species, and their importance to Florida agricultural success
380 and the security of the food supply.
381 (84) FLORIDA NATIVE LICENSE PLATES.—
382 (a) The department shall develop a Florida Native license
383 plate as provided in this section and s. 320.08053. The word
384 “Florida” must appear at the top of the plate, and the word
385 “Native” must appear at the bottom of the plate. The plate must
386 contain a camouflage background that includes leaves, flowers,
387 or fronds of a minimum of 12 different Florida native plants.
388 (b)1. The department shall retain all annual use fees from
389 the sale of the plate until all startup costs for developing and
390 issuing the plate have been recovered.
391 2. Thereafter, the annual use fees from the sale of the
392 plate shall be distributed to Florida Native Plant Society, a
393 Florida nonprofit corporation, which may use a maximum of 10
394 percent of such fees for administrative costs and to market and
395 promote the plate. The balance of the fees shall be used by
396 Florida Native Plant Society, to fulfill the mission of the
397 Florida Native Plant Society, where 45 percent is dedicated to
398 maintaining, improving, and restoring public native species,
399 hunting and fishing habitats, and 45 percent is used to promote
400 the cultivation of Florida’s agricultural products through the
401 preservation of native noncrop plants to provide habitats for
402 pollinators and natural enemies to plant pests, and to provide
403 pollen and nectar and undisturbed habitats for bee nesting
404 throughout the growing season.
405 (85) DONATE LIFE FLORIDA LICENSE PLATES.—
406 (a) The department shall develop a Donate Life Florida
407 license plate as provided in this section and s. 320.08053. The
408 plate must bear the colors and design approved by the
409 department. The word “Florida” must appear at the top of the
410 plate, and the words “Donors Saves Lives” must appear at the
411 bottom of the plate.
412 (b) The annual use fees from the sale of the plate shall be
413 distributed to Donate Life Florida, which may use up to 10
414 percent of the proceeds for marketing and administrative costs.
415 The remaining proceeds of the annual use fees shall be used by
416 the Donate Life Florida to educate Florida residents on the
417 importance of organ, tissue and eye donation and for the
418 continued maintenance of the Joshua Abbott Organ and Tissue
419 Donor Registry.
420 (86) SUN SEA SMILES LICENSE PLATES.—
421 (a) The department shall develop a Sun Sea Smiles license
422 plate as provided in this section and s. 320.08053. The plate
423 must bear the colors and design approved by the department. The
424 word “Florida” must appear at the top of the plate, and the
425 words “Sun Sea Smiles” must appear at the bottom of the plate.
426 (b) The annual use fees from the sale of the plate shall be
427 distributed as follows:
428 1. Five percent shall be distributed to the Florida
429 Caribbean Charitable Foundation, Inc., to be used only for
430 marketing of the Sun Sea Smiles license plate.
431 2. An additional 30 percent shall be distributed to the
432 Florida Caribbean Charitable Foundation, Inc. Of this amount, up
433 to 5 percent may be used for administrative expenses, and the
434 remainder shall be used as follows:
435 a. Sixty percent shall be used for a college scholarship
436 program.
437 b. Fifteen percent shall be used to promote health and
438 wellness for residents in this state who are of Caribbean
439 descent.
440 c. Twenty-five percent shall be used to promote awareness
441 of Caribbean culture within this state.
442 3. Twenty percent shall be distributed to the American
443 Friends of Jamaica, Inc., a charitable, not-for-profit
444 organization under s. 501(c)(3) of the Internal Revenue Code
445 registered with the Department of Agriculture and Consumer
446 Services and incorporated in New York, to be used as grants to
447 promote social and community development among residents of this
448 state. Of this amount, up to 5 percent may be used for
449 administrative and marketing expenses.
450 4. Ten percent shall be distributed to Haitian Neighborhood
451 Center Sant La, Inc., to be used to promote social and community
452 development. Of this amount, up to 5 percent may be used for
453 administrative expenses.
454 5. Ten percent shall be distributed to Fanm Ayisyen nan
455 Miyami, Inc., to be used to promote social and community
456 development. Of this amount, up to 10 percent may be used for
457 administrative expenses.
458 6. Twenty percent shall be distributed to Greater Caribbean
459 American Cultural Coalition, Inc., to be used to promote
460 awareness of Caribbean culture within this state. Of this
461 amount, up to 5 percent may be used for administrative expenses.
462 7. Five percent shall be distributed to Little Haiti
463 Optimist Foundation, Inc., to be used to promote awareness of
464 Caribbean culture and youth development within this state. Of
465 this amount, up to 5 percent may be used for administrative
466 expenses.
467 (87) OMEGA PSI PHI FRATERNITY LICENSE PLATES.—
468 (a) The department shall develop an Omega Psi Phi
469 Fraternity license plate as provided in this section and s.
470 320.08053. The plate must bear the colors and design approved by

479 2. Ninety-five percent shall be used for college
480 scholarships for residents of the state attending historically
481 black colleges and universities in the state.
482 (88) DELTA SIGMA THETA SORORITY LICENSE PLATES.—
483 (a) The department shall develop a Delta Sigma Theta
484 Sorority license plate as provided in this section and s.
485 320.08053. The plate must bear the colors and design approved by
486 the department. The word “Florida” must appear at the top of the
487 plate, and the words “Delta Sigma Theta” must appear at the
488 bottom of the plate.
489 (b) The annual use fees from the sale of the plate shall be
490 distributed to the Delta Research and Educational Foundation,
491 Inc., to be used as follows:
492 1. Five percent shall be used solely for marketing of the
493 Delta Sigma Theta Sorority license plate.
494 2. Ninety-five percent shall be used for college
495 scholarships for residents of the state attending historically
496 black colleges and universities in the state.
497 (89) SIGMA GAMMA RHO SORORITY LICENSE PLATES.—
498 (a) The department shall develop a Sigma Gamma Rho Sorority
499 license plate as provided in this section and s. 320.08053. The
500 plate must bear the colors and design approved by the
501 department. The word “Florida” must appear at the top of the
502 plate, and the words “Sigma Gamma Rho” must appear at the bottom
503 of the plate.
504 (b) The annual use fees from the sale of the plate shall be
505 distributed to the Department of Education to be used for the
506 Mary McLeod Bethune Scholarship Program in accordance with s.
507 1009.73.
508 (90) KAPPA ALPHA PSI FRATERNITY LICENSE PLATES.—
509 (a) The department shall develop a Kappa Alpha Psi
510 Fraternity license plate as provided in this section and s.
511 320.08053. The plate must bear the colors and design approved by
512 the department. The word “Florida” must appear at the top of the
513 plate, and the words “Kappa Alpha Psi” must appear at the bottom

517 Foundation, Inc., to be used as follows:
518 1. Five percent shall be used solely for marketing of the
519 Kappa Alpha Psi Fraternity license plate.

523 (91) ALPHA KAPPA ALPHA SORORITY LICENSE PLATES.—
524 (a) The department shall develop an Alpha Kappa Alpha
525 Sorority license plate as provided in this section and s.
526 320.08053. The plate must bear the colors and design approved by
527 the department. The word “Florida” must appear at the top of the
528 plate, and the words “Alpha Kappa Alpha” must appear at the
529 bottom of the plate.
530 (b) The annual use fees from the sale of the plate shall be

532 Foundation, Inc., to be used as follows:
533 1. Five percent shall be used solely for marketing of the

548 (93) ZETA PHI BETA SORORITY LICENSE PLATES.—
549 (a) The department shall develop a Zeta Phi Beta Sorority
550 license plate as provided in this section and s. 320.08053. The
551 plate must bear the colors and design approved by the
552 department. The word “Florida” must appear at the top of the
553 plate, and the words “Zeta Phi Beta” must appear at the bottom
554 of the plate.
555 (b) The annual use fees from the sale of the plate shall be
556 distributed to the Department of Education to be used for the
557 Mary McLeod Bethune Scholarship Program in accordance with s.
558 1009.73.
559 (94) PHI BETA SIGMA FRATERNITY LICENSE PLATES.—
560 (a) The department shall develop a Phi Beta Sigma
561 Fraternity license plate as provided in this section and s.
562 320.08053. The plate must bear the colors and design approved by
563 the department. The word “Florida” must appear at the top of the
564 plate, and the words “Phi Beta Sigma” must appear at the bottom
565 of the plate.
566 (b) The annual use fees from the sale of the plate shall be
567 distributed to the Department of Education to be used for the
568 Mary McLeod Bethune Scholarship Program in accordance with s.
569 1009.73.
570 (95) IOTA PHI THETA FRATERNITY LICENSE PLATES.—
571 (a) The department shall develop an Iota Phi Theta
572 Fraternity license plate as provided in this section and s.
573 320.08053. The plate must bear the colors and design approved by
574 the department. The word “Florida” must appear at the top of the
575 plate, and the words “Iota Phi Theta” must appear at the bottom
576 of the plate.
577 (b) The annual use fees from the sale of the plate shall be
578 distributed to the Department of Education to be used for the
579 Mary McLeod Bethune Scholarship Program in accordance with s.
580 1009.73.
581 (96) DAN MARINO FOUNDATION LICENSE PLATES.—
582 (a) The department shall develop a Dan Marino Foundation
583 license plate as provided in this section and s. 320.08053. Dan
584 Marino Foundation license plates must bear the colors and design
585 approved by the department. The word “Florida” must appear at
586 the top of the plate, and the words “Marino Campus” must appear
587 at the bottom of the plate.
588 (b) The annual use fees from the sale of the plate shall be
589 distributed to the Dan Marino Foundation, Inc., a Florida
590 nonprofit corporation, which may use up to 10 percent of such
591 fees for administrative costs and marketing of the plate. The
592 remainder of the fees shall be used by the Dan Marino
593 Foundation, Inc., to assist Floridians with developmental
594 disabilities to become employed, independent, and productive,
595 and to promote and fund educational scholarships and awareness
596 of these services.
597 (97) FLORIDA STATE BEEKEEPERS ASSOCIATION LICENSE PLATES.—
598 (a) The department shall develop a Florida State Beekeepers
599 Association license plate as provided in this section and s.
600 320.08053. The plate must bear the colors and design approved by
601 the department. The word “Florida” must appear at the top of the
602 plate, and the words “Save the Bees” must appear at the bottom
603 of the plate.
604 (b) The annual use fees shall be distributed to the Florida
605 State Beekeepers Association, a Florida nonprofit corporation.
606 The Florida State Beekeepers Association may use up to 18
607 percent of the annual use fees for:
608 1. Direct reimbursement for administrative costs, startup
609 costs, and costs incurred in the development and approval
610 process of the license plate. All vendors associated with the
611 administrative costs shall be selected by competitive bid.
612 2. Promotion and marketing costs of the license plate.
613 (c) The remaining funds shall be distributed to the Florida
614 State Beekeepers Association and shall be used to raise
615 awareness of the importance of beekeeping to Florida agriculture
616 by funding honeybee research, education, outreach, and
617 husbandry. The Florida State Beekeepers Association board of
618 managers must approve and is accountable for all such
619 expenditures.
620 (98) ORLANDO UNITED LICENSE PLATES.—
621 (a) The department shall develop an Orlando United license
622 plate as provided in this section and s. 320.08053. The plate
623 must bear the colors and design approved by the department. The
624 word “Florida” must appear at the top of the plate, and the
625 words “Orlando United” must appear at the bottom of the plate.
626 (b) The annual use fees from the sale of the plate shall be
627 distributed as follows:
628 1. Seven percent shall be distributed to the Mental Health
629 Association of Central Florida, Inc., to be used for marketing
630 of the license plate.
631 2. Thirty-one percent shall be distributed to the Mental
632 Health Association of Central Florida, Inc. Of this amount, up
633 to 5 percent may be used for administrative expenses, and the
634 remainder shall be used to offer free personalized counseling to
635 any person affected by the shooting at the Pulse nightclub in
636 Orlando, Florida, on June 12, 2016.
637 3. Thirty-one percent shall be distributed to the Hispanic
638 Federation, Inc., a charitable, not-for-profit organization
639 under s. 501(c)(3) of the Internal Revenue Code registered with
640 the Department of Agriculture and Consumer Services and
641 incorporated in New York. Of this amount, up to 5 percent may be
642 used for administrative expenses, and the remainder shall be
643 used to offer free personalized counseling to any person
644 affected by the shooting at the Pulse nightclub in Orlando,
645 Florida, on June 12, 2016, through the Proyecto Somos Orlando
646 campaign operated by the Hispanic Federation, Inc.
647 4. Thirty-one percent shall be distributed to Two Spirit
648 Health Services, Inc. Of this amount, up to 5 percent may be
649 used for administrative expenses, and the remainder shall be
650 used to offer free personalized counseling to any person
651 affected by the shooting at the Pulse nightclub in Orlando,
652 Florida, on June 12, 2016.
653 (99) ETHICAL ECOTOURISM LICENSE PLATES.—
654 (a) The department shall develop an Ethical Ecotourism
655 license plate as provided in this section and s. 320.08053. The
656 word “Florida” must appear at the top of the plate, and words
657 that are approved by the department must appear at the bottom of
658 the plate.
659 (b) The annual use fees from the sale of the plate shall be
660 distributed equally between the Florida Society for Ethical
661 Ecotourism and Paddle Florida, Inc., each of which may use up to
662 10 percent of the proceeds for administrative costs and
663 marketing of the plate. The balance of the annual use fees shall
664 be used by the Florida Society for Ethical Ecotourism to provide
665 environmental education and awareness that encourages behaviors
666 that contribute to the sustainability of Florida’s natural
667 ecosystems and resources and Paddle Florida, Inc., to raise
668 awareness about water conservation, wildlife preservation,
669 restoration of springs, and protection of waterways in this
670 state.
671 (100) ROTARY LICENSE PLATES.—
672 (a) The department shall develop a Rotary license plate as
673 provided in this section and s. 320.08053. The plate must bear
674 the colors and design approved by the department. The word
675 “Florida” must appear at the top of the plate, and the word
676 “Rotary” must appear on the bottom of the plate. The license
677 plate must bear the Rotary International wheel emblem.
678 (b) The annual use fees shall be distributed to the
679 Community Foundation of Tampa Bay, Inc., to distribute as
680 follows:
681 1. Up to 10 percent for administrative costs and for
682 marketing of the plate.
683 2. Ten percent to Rotary’s Camp Florida for direct support
684 to all programs and services provided to special needs children
685 who attend the camp.
686 3. The remainder shall be distributed, proportionally based
687 on sales, to each Rotary district in the state in support of
688 Rotary youth programs in Florida.
689 (101) AUBURN UNIVERSITY LICENSE PLATES.—
690 (a) The department shall develop an Auburn University
691 license plate as provided in this section and s. 320.08053. The
692 plate must bear the colors and design approved by the
693 department. The word “Florida” must appear at the top of the
694 plate, and the words “War Eagle” must appear at the bottom of
695 the plate.
696 (b) The Tampa Bay Auburn Club is the lead club on behalf of
697 the Auburn clubs in this state. The annual use fees from the
698 sale of the plate shall be distributed to the Tampa Bay Auburn
699 Club, together with statistics on sales of the license plates
700 tabulated by county. The Tampa Bay Auburn Club must distribute
701 to each of the state’s Auburn clubs on a pro-rata basis the
702 moneys received from sales in the regions within the respective
703 club’s area for the purpose of awarding scholarships to Florida
704 residents attending Auburn University. Students receiving these
705 scholarships must be eligible for the Florida Bright Futures
706 Scholarship Program pursuant to s. 1009.531 and shall use the
707 scholarship funds for tuition and other expenses related to
708 attending Auburn University.
709 (102) BEAT CHILDHOOD CANCER LICENSE PLATES.—
710 (a) The department shall develop a Beat Childhood Cancer
711 license plate as provided in this section and s. 320.08053. The
712 plate must bear the colors and design approved by the
713 department. The word “Florida” must appear at the top of the
714 plate, and the words “Beat Childhood Cancer” must appear at the
715 bottom of the plate.
716 (b) The annual use fees from the sale of the plate shall be
717 distributed to Beat Nb, Inc., which may use up to 10 percent of
718 the proceeds for administrative costs directly associated with
719 the operation of the corporation and for marketing and promoting
720 the plate. The remaining proceeds shall be used by the
721 corporation to fund pediatric cancer treatment and research.
722 (103) AMERICAN EAGLE LICENSE PLATES.—
723 (a) The department shall develop an American Eagle license
724 plate as provided in this section and s. 320.08053. The plate
725 must bear the colors and design approved by the department. The
726 word “Florida” must appear at the top of the plate, and the
727 words “God Bless America” must appear at the bottom of the
728 plate.
729 (b) The annual use fees from the sale of the plate shall be
730 distributed to the American Eagle Foundation for deposit in the
731 foundation’s national endowment fund. Up to 10 percent of the
732 funds received may be used for administrative costs and
733 marketing of the plate. The American Eagle Foundation shall use
734 the remainder of the proceeds to fund public education programs,
735 rescue and care programs, and other conservation efforts in
736 Florida which benefit bald eagles.
737 (104) FLORIDA BAY FOREVER LICENSE PLATES.—
738 (a) The department shall develop a Florida Bay Forever
739 license plate as provided in this section and s. 320.08053. The
740 plate must bear the colors and design approved by the
741 department. The word “Florida” must appear at the top of the
742 plate, and the words “Florida Bay Forever” must appear at the
743 bottom of the plate.
744 (b) The annual use fees from the sale of the plate shall be
745 distributed to the Florida National Park Association, Inc.,
746 which may use up to 10 percent of the proceeds for
747 administrative costs and marketing of the plate. The remainder
748 of the funds shall be used to supplement the Everglades National
749 Park’s budgets and to support educational, interpretive,
750 historical, and scientific research relating to the Everglades
751 National Park.
752 (105) BONEFISH AND TARPON TRUST LICENSE PLATES.—
753 (a) The department shall develop a Bonefish and Tarpon
754 Trust license plate as provided in this section. The word
755 “Florida” must appear at the top of the plate, and the words
756 “Bonefish and Tarpon Trust” must appear at the bottom of the
757 plate.
758 (b) The annual use fees from the sale of the plate shall be
759 distributed to the Bonefish and Tarpon Trust, which:
760 1. May use a maximum of 10 percent of the proceeds to
761 promote and market the Bonefish and Tarpon Trust license plate.
762 2. Shall invest and reinvest the remainder of the proceeds
763 and use the interest thereon to conserve and enhance Florida
764 bonefish and tarpon fisheries and their respective environments
765 through stewardship, research, education, and advocacy.
766 (106) UNIVERSITY OF GEORGIA LICENSE PLATES.—
767 (a) The department shall develop a University of Georgia
768 license plate as provided in this section and s. 320.08053. The
769 plate must bear the colors and design approved by the
770 department. The word “Florida” must appear at the top of the
771 plate, and the words “The University of Georgia” must appear at
772 the bottom of the plate.
773 (b) The Georgia Bulldog Club of Jacksonville is the lead
774 club on behalf of the University of Georgia Booster Clubs in
775 this state. The annual use fees from the sale of the plate shall
776 be distributed to the Georgia Bulldog Club of Jacksonville,
777 together with statistics on sales of the license plates
778 tabulated by county. The Georgia Bulldog Club of Jacksonville
779 must distribute to each of the state’s University of Georgia
780 Booster Clubs on a pro-rata basis the moneys received from sales
781 in the regions within the respective club’s area for the purpose
782 of awarding scholarships to Florida residents attending the
783 University of Georgia. Students receiving these scholarships
784 must be eligible for the Florida Bright Futures Scholarship
785 Program pursuant to s. 1009.531 and shall use the scholarship
786 funds for tuition and other expenses related to attending the
787 University of Georgia.
788 (107) UNIVERSITY OF ALABAMA LICENSE PLATES.—
789 (a) The department shall develop a University of Alabama
790 license plate as provided in this section and s. 320.08053. The
791 plate must bear the colors and design approved by the
792 department. The word “Florida” must appear at the top of the
793 plate, and the words “Roll Tide” must appear at the bottom of
794 the plate.
795 (b) Bama Orlando of Orlando is the lead club on behalf of
796 the University of Alabama State Alumni Association in this
797 state. The annual use fees from the sale of the plate shall be
798 distributed to Bama Orlando of Orlando, together with statistics
799 on sales of the license plates tabulated by county. Bama Orlando
800 of Orlando must distribute to each of the state’s University of
801 Alabama Booster Clubs on a pro-rata basis the moneys received
802 from sales in the regions within the respective club’s area for
803 the purpose of awarding scholarships to Florida residents
804 attending the University of Alabama. Students receiving these
805 scholarships must be eligible for the Florida Bright Futures
806 Scholarship Program pursuant to s. 1009.531 and shall use the
807 scholarship funds for tuition and other expenses related to
808 attending the University of Alabama.
