       The Committee on Appropriations (Latvala) recommended the
       following:
       
    1         Senate Amendment to Amendment (651502)

    3         Delete lines 203 - 235
    4  and insert:
    5         (64)(66) IN GOD WE TRUST LICENSE PLATES.—
    6         (b) The license plate annual use fees shall be distributed
    7  to the In God We Trust Foundation, Inc., to fund the Florida
    8  Veterans Foundation for the benefit of the Florida Veterans
    9  Emergency Financial Assistance Program. Additionally, the In God
   10  We Trust Foundation, Inc., shall use the fees to fund
   11  educational scholarships for the children of Florida residents
   12  who are members of the United States Armed Forces, the National
   13  Guard, and the United States Armed Forces Reserve and for the
   14  children of public safety employees who have died in the line of
   15  duty who are not covered by existing state law. Funds shall also
   16  be distributed to other s. 501(c)(3) organizations that may
   17  apply for grants and scholarships and to provide educational
   18  grants to public and private schools to promote the historical
   19  and religious significance of American and Florida history. The
   20  In God We Trust Foundation, Inc., shall distribute the license
   21  plate annual use fees in the following manner:
   22         1. The In God We Trust Foundation, Inc., shall retain all
   23  revenues from the sale of such plates until all startup costs
   24  for developing and establishing the plate have been recovered.
   25         2. Ten percent of the funds received by the In God We Trust
   26  Foundation, Inc., shall be expended for administrative costs,
   27  promotion, and marketing of the license plate directly
   28  associated with the operations of the In God We Trust
   29  Foundation, Inc.
   30         3. Fifty percent of the funds shall be awarded to the
   31  Florida Veterans Foundation for the benefit of the Florida
   32  Veterans Emergency Financial Assistance Program.
   33         4.3. The All remaining funds shall be expended by the In
   34  God We Trust Foundation, Inc., for other programs pursuant to
   35  this paragraph.
