       (Rader) recommended the following:
       
    1         Senate Amendment to Amendment (561176) (with title
    2  amendment)

    4         Delete lines 52 - 56
    5  and insert:
    6         5. “Authority” means the Department of Transportation
    7  having jurisdiction and control of the rights-of-way of any
    8  public road. The term does not include any county or
    9  municipality rights-of-way.
