The Committee on Rules (Brandes) recommended the following:

5 Section 2. The Department of Law Enforcement shall convene
6 a work group to develop a model policy for law enforcement
7 agencies that permit their law enforcement officers to wear body
8 cameras.
9 (1) The work group shall consist of the following members:
10 (a) A state attorney.
11 (b) A public defender.
12 (c) Two police chiefs.
13 (d) Two sheriffs.
14 (e) The Commissioner of the Department of Law Enforcement
15 or his or her designee.
16 (2) Except for the Commission of the Department of Law
17 Enforcement, the Governor shall appoint all members of the work
18 group by August 1, 2017.
19 (3) The work group shall convene its first meeting by
20 October 1, 2017. At the first meeting, the work group shall
21 select a chair of the work group. Thereafter, the chair of the
22 work group shall call a meeting as often as necessary to carry
23 out the provisions of this section. The Department of Law
24 Enforcement shall keep a complete record of the proceedings of
25 each meeting, which includes the names of the members present at
26 each meeting and the actions taken. The work group may meet by
27 teleconference. The records shall be public records pursuant to
28 chapter 119, Florida Statutes. A quorum shall consist of a
29 majority of the group members. Members of the group shall not
30 receive compensation.
31 (4) The purpose of the work group is to develop a model
32 policy for a law enforcement agency which permits its law
33 enforcement officers to wear body cameras. The model policy
34 shall include policies and procedures addressing the proper use,
35 maintenance, and storage of body cameras and the data recorded
36 by body cameras. The model policy shall also include, but is not
37 limited to:
38 (a) Any limitations on which law enforcement officers are
39 permitted to wear body cameras.
40 (b) Any limitations on law-enforcement related encounters
41 and activities in which law enforcement officers are permitted
42 to wear body cameras.
43 (c) Specifications for the proper storage, retention and
44 release of audio and video data recorded by body cameras.
45 (d) Any limitations on when or how a law enforcement
46 officer using a body camera can review the recorded audio and
47 video footage from the body camera.
48 (5) Relevant staff from the Department of Law Enforcement
49 who are knowledgeable in the subject area may be assigned to
50 assist the work group. The President of the Senate and the
51 Speaker of the House Representatives may also assign their
52 respective staff to provide technical guidance and assistance to
53 the work group.
54 (6) Members of the work group are entitled to reimbursement
55 for travel and per diem expenses, as provided in s. 112.061,
56 Florida Statutes, while performing their duties under this
57 section. Travel and per diem expenses of the work group members
58 and other staff who are state employees shall be reimbursed by
59 the respective state agency employing the member or staff. The
60 Department of Law Enforcement shall provide administrative
61 support for the work group, shall pay for travel and per diem
62 expenses of work group members who are not state employees, and
63 shall pay any other operational expenses of the work group as
64 deemed reasonable and appropriate.
65 (7) The model policy created by the work group shall be
66 submitted to the Legislature and post on the Department of Law
67 Enforcement's website by December 31, 2018.
68 (8) This section expires January 31, 2019.
