The Department of Environmental Protection shall 6 perform an environmental assessment of property consisting of 7 “North Campus,” “South Campus,” and the Boot Hill Cemetery. Such 8 assessment must include air quality, soil, water, and building 9 materials used in structures on the property. If it is 10 determined that there are air quality issues, soil damage, water 11 contamination or building materials that threaten the 12 environment, they shall be removed and the property rendered 13 safe for human and animal habitation. The cost of this removal 14 shall be the responsibility of the department and a cost 15 estimate for cleanup, if required, shall be submitted to the 16 Governor, the President of the Senate, and the Speaker of the 17 House by November 1, 2017.
