The Office of Program Policy Analysis and 6 Government Accountability (OPPAGA) shall conduct a study of 7 current federal and state efforts on, and available 8 opportunities for, the collecting, sharing, and donating of 9 electronic health records before or after a patient’s death for 10 the advancement of medical science. OPPAGA shall identify 11 available options regarding databases or repositories that will 12 allow for the collection and distribution of donated electronic 13 health records for the purpose of advancing the current state of 14 medicine, including any existing public or private databases or 15 repositories and any available opportunities for public or 16 private funding to establish such a database or repository. 17 OPPAGA shall also study the donation of electronic health 18 records to identify any existing state or federal legislation or 19 programs that allow such donations and to identify the benefits 20 of, and barriers to, establishing such programs in the state of 21 Florida. OPPAGA shall report its findings and recommendations 22 for an electronic health records donation process to the 23 President of the Senate and the Speaker of the House of 24 Representatives no later than December 1, 2017. 25 26 ================= T I T L E A M E N D M E N T ================ 27 And the title is amended as follows: 28 Delete line 42 29 and insert: 30 surrogate; directing the Office of Program Policy 31 Analysis and Government Accountability (OPPAGA) to 32 conduct a study of current federal and state efforts 33 on, and available opportunities for, the collecting, 34 sharing, and donating certain electronic health 35 records for the advancement of medical science; 36 requiring OPPAGA to identify available options 37 regarding databases or repositories; directing OPPAGA 38 to identify any existing state or federal legislation 39 or programs that allow such donations and identify the 40 benefits of, and barriers to, establishing such 41 programs in the state; requiring OPPAGA to report its 42 findings and recommendations to the Legislature by a 43 specified date; providing an effective date.
