       The Committee on Rules (Clemens) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 25 - 32
    4  and insert:
    5  problem must be raised among Florida’s practitioners. Before
    6  December 31, 2017, each physician licensed pursuant to chapter
    7  458 or chapter 459, Florida Statutes, who is registered with the
    8  United States Drug Enforcement Agency to prescribe controlled
    9  substances pursuant to 21 U.S.C. s. 822 shall complete a 2-hour
   10  continuing education course offered by a statewide professional
   11  association of physicians in this state which is accredited to
   12  provide educational activities designated for the American
   13  Medical Association Physician’s Recognition Award (AMA PRA)
   14  Category 1 Credit or the American Osteopathic Association (AOA)
   15  Category 1-A continuing medical education (CME) credit. The
   16  course must contain information on the current standards
   17  regarding opiate prescribing and alternatives to these
   18  standards, and information on the risks of opioid addiction
   19  following even brief periods of treatment in the management of
   20  acute pain. The course may be offered in a distance-learning
   21  format and must be included within the number of continuing
   22  medical education hours required by law. Failure to complete the
   23  course before December 31, 2017 constitutes grounds for
   24  disciplinary action under s. 456.072(1)(e), Florida Statutes,
   25  and chapter 458 or chapter 459, Florida Statutes, as applicable.
   26  Effective January 1, 2020, completion of this course is required
   27  as a condition of licensure renewal for every physician
   28  registered with the United States Drug Enforcement
   29  Administration to prescribe controlled substances.

   35         providing legislative findings; requiring specified
   36         physicians who are registered with the United States
   37         Drug Enforcement Agency to prescribe controlled
   38         substances to complete a continuing education course
   39         before a certain date; specifying requirements for the
   40         continuing education course; authorizing the course to
   41         be offered in a distance-learning format; creating
   42         grounds for disciplinary actions for failure to meet
   43         the course requirements; providing that completion of
   44         the course is a condition of licensure renewal as of a
   45         certain date; amending s.
