Paragraph (c) is added to subsection (2) of 7 section 97.041, Florida Statutes, to read: 8 97.041 Qualifications to register or vote.— 9 (2) The following persons, who might be otherwise 10 qualified, are not entitled to register or vote: 11 (c) A person who has been convicted of a felony and is 12 incarcerated. 13 Section 2. Subsection (1) of section 944.292, Florida 14 Statutes, is amended to read: 15 944.292 Suspension of civil rights.— 16 (1) Upon conviction of: 17 (a) A felony not described in paragraph (b), the civil 18 rights of the person convicted may not be suspended. 19 (b) A life or capital felony or a forcible felony as 20 defined in s. 776.08asdefined in s. 10, Art.
