Committee on Early Childhood Development.—The 6 Committee on Early Childhood Development, a committee as defined 7 in s. 20.03, Florida Statutes, is created within the Department 8 of Education to develop a proposal for establishing and 9 implementing a coordinated system focused on developmental 10 milestones and outcomes for the school readiness program, the 11 Voluntary Prekindergarten Education Program, and the Florida 12 Kindergarten Readiness Screener and, except as otherwise 13 provided in this section, shall operate consistent with s. 14 20.052, Florida Statutes. 15 (1) The committee’s proposal must include legislative 16 recommendations for the design and implementation of a 17 coordinated system for tracking children’s development, 18 including: 19 (a) The purpose of tracking children’s development, with a 20 focus on developmentally appropriate learning gains. 21 (b) Attributes for tool selection that provide guidance on 22 procurement policies. 23 (c) An implementation schedule and protocols, including the 24 frequency of data collection and a timeline for training to 25 ensure reliability of the system. 26 (d) The methodology for collecting and analyzing data that 27 defines reporting requirements. 28 (e) A budget for the system, including cost analyses for 29 purchasing materials and necessary technology, training to 30 ensure reliability, and data system management. 31 (f) Considerations for student privacy and tracking child 32 development over time. 33 (2) The committee is composed of 14 members, with 7 members 34 appointed by the President of the Senate and 7 members appointed 35 by the Speaker of the House of Representatives. The members must 36 be residents of this state. Seven of the members must be 37 representatives from or subject matter experts for early 38 learning and seven members must be representatives from or 39 subject matter experts for kindergarten through grade 3. 40 (3) The committee shall elect a chair and vice chair. 41 Members of the committee shall serve without compensation but 42 are entitled to reimbursement for per diem and travel expenses 43 pursuant to s. 112.061, Florida Statutes. 44 (4) The committee must meet at least three times and shall 45 meet by teleconference or other electronic means, if possible, 46 to reduce costs. 47 (5) A majority of the members constitutes a quorum. 48 (6) The University of Florida Lastinger Center for Learning 49 shall provide the committee with staff necessary to assist the 50 committee in the performance of its duties. 51 (7) The committee shall submit a report of its findings and 52 recommendations to the Governor, the President of the Senate, 53 and the Speaker of the House of Representatives by December 1, 54 2017. Upon submission of the report, the committee shall expire. 55 56 ================= T I T L E A M E N D M E N T ================ 57 And the title is amended as follows: 58 Delete lines 2 - 19 59 and insert: 60 An act relating to education; requiring the 61 Commissioner of Education to review specified college 62 entrance examinations to determine their alignment 63 with the core curricular content for high school level 64 English Language Arts and mathematics established in 65 state standards; requiring the commissioner to submit 66 a report on the results of such review to the 67 Governor, Legislature, and State Board of Education by 68 a specified date; amending s. 1008.22, F.S.; revising 69 provisions relating to achievement levels for certain 70 statewide, standardized assessments; providing 71 requirements for administration of the statewide, 72 standardized English Language Arts and mathematics 73 assessments in specified grades; revising provisions 74 relating to reporting requirements for local 75 assessments required by school districts; providing 76 reporting requirements for certain student assessment 77 results; creating the Committee on Early Childhood 78 Development within the Department of Education; 79 specifying committee purpose; requiring the committee 80 to develop a proposal for specified purposes; 81 providing proposal requirements; providing for 82 membership of the committee; providing requirements 83 for electing a committee chair and vice chair; 84 providing committee meeting requirements; requiring 85 the University of Florida Lastinger Center for 86 Learning to provide necessary staff for the committee; 87 requiring the committee to submit a report by a 88 specified date; providing for the expiration of the 89 committee; providing an effective date.
