The Committee on Education (Simmons) recommended the following:

4 Delete line 59
5 and insert:
6 (a) Statewide, standardized comprehensive assessments.—The
7 statewide, standardized Reading assessment shall be administered
8 annually in grades 3 through 10. The statewide, standardized
9 Writing assessment shall be administered annually at least once
10 at the elementary, middle, and high school levels. When the
11 Reading and Writing assessments are replaced by English Language
12 Arts (ELA) assessments, ELA assessments shall be administered to
13 students in grades 3 through 10. Retake opportunities for the
14 grade 10 Reading assessment or, upon implementation, the grade
15 10 ELA assessment must be provided. Students taking the ELA
16 assessments may shall not take the statewide, standardized
17 assessments in Reading or Writing. ELA assessments shall be
18 administered online unless the provisions of paragraph (d) are
19 implemented. The statewide, standardized Mathematics assessments
20 shall be administered annually in grades 3 through 8, and shall
21 be administered online unless the provisions of paragraph (d)
22 are implemented. Students taking a revised Mathematics
23 assessment may shall not take the discontinued assessment. The
24 statewide, standardized Science assessment shall be administered
25 annually at least once at the elementary and middle grades
26 levels. In order to earn a standard high school diploma, a
27 student who has not earned a passing score on the grade 10
28 Reading assessment or, upon implementation, the grade 10 ELA
29 assessment must earn a passing score on the assessment retake or
30 earn a concordant score as authorized under subsection (8).
31 (d) Nonelectronic option.—The commissioner shall make
32 available an alternative, nonelectronic option for all statewide
33 assessments, including the statewide, standardized ELA
34 assessment, including the Writing assessment; the statewide,
35 standardized Mathematics assessment; the statewide, standardized
36 Science assessment; and the statewide, standardized EOC
37 assessments. The nonelectronic option shall be made available to
38 reduce the time spent on assessments; increase instructional
39 time for students; and ensure that students demonstrate more
40 successfully a mastery of the standards being measured, that
41 students have the time to develop the word processing and
42 computer skills necessary to take any statewide, standardized
43 assessment, and that school districts have the capacity at both
44 the school and district levels to administer the assessments
45 online.

52 Section 2. Present paragraphs (d) through (g) of subsection
53 (3) of section 1008.22, Florida Statutes, are redesignated as
54 paragraphs (e) through (h), respectively, paragraph (a) and
55 present paragraph (e) of that subsection are amended, and a new
56 paragraph (d) is added to that subsection, paragraph (b) of
57 subsection (7) of that section is amended, present paragraphs
58 (c) through (f) and present paragraph (g) of subsection (7) of
59 that section are redesignated as paragraphs (e) through (h) and
60 paragraph (j), respectively, present paragraph (f) of that
61 section is amended, and new
