Section 288.101, Florida Statutes, is created 6 to read: 7 288.101 Florida Job Growth Grant Fund.— 8 (1) The Florida Job Growth Grant Fund is created within the 9 department to promote economic opportunity by improving public 10 infrastructure and enhancing workforce training. The Florida Job 11 Growth Grant Fund may not be used for the exclusive benefit of 12 any single company, corporation, or business entity. 13 (2) The department and Enterprise Florida, Inc., may 14 identify projects, solicit proposals, and make funding 15 recommendations to the Governor, who is authorized to approve: 16 (a) State or local public infrastructure projects to 17 promote economic recovery in specific regions of the state, 18 economic diversification, or economic enhancement in a targeted 19 industry. 20 (b) Workforce training grants to support programs at state 21 colleges and state technical centers that provide participants 22 with transferable, sustainable workforce skills applicable to 23 more than a single employer, and for equipment associated with 24 these programs. The department shall work with CareerSource 25 Florida to ensure programs are offered to the public based on 26 criteria established by the state college or state technical 27 center and do not exclude applicants who are unemployed or 28 underemployed. 29 (3) For purposes of this section: 30 (a) “Infrastructure” means any fixed capital expenditure or 31 fixed capital costs associated with the construction, 32 reconstruction, or improvement of facilities that have a life 33 expectancy of 5 or more years and any land acquisition, land 34 improvement, design, and engineering costs related thereto. 35 Facilities in this category include technical structures such as 36 roads, bridges, tunnels, water supply, sewers, electrical grids, 37 and telecommunications facilities. 38 (b) “Public infrastructure” means infrastructure that is 39 owned by the public, and is for public use or predominately 40 benefits the public. If public infrastructure is leased or sold, 41 it must be leased or sold at fair market rates or value. 42 (c) “Targeted industry” means any industry identified in 43 the most recent list provided to the Governor, the President of 44 the Senate, and the Speaker of the House of Representatives in 45 accordance with s. 288.106(q). 46 (4) The department shall administer contracts for projects 47 approved by the Governor and funded pursuant to this section. 48 49 ================= T I T L E A M E N D M E N T ================ 50 And the title is amended as follows: 51 Delete lines 19 - 27 52 and insert: 53 Fund; creating s. 288.101, F.S.; creating the Florida 54 Job Growth Grant Fund within the Department of 55 Economic Opportunity; authorizing the department and 56 Enterprise Florida, Inc., to identify projects, 57 solicit proposals, and make certain recommendations; 58 authorizing the Governor to approve certain public 59 infrastructure projects and workforce training grants; 60 providing definitions; requiring the department to 61 administer contracts for certain projects approved by 62 the Governor; amending s. 288.1168,
