House Comm: RE . 06/08/2017 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Appropriations (Brandes) recommended the following: 1 Senate Amendment to Substitute Amendment (518784) 2 3 Delete lines 5 - 27 4 and insert: 5 programs at public libraries, state colleges, state technical 6 centers, or private postsecondary institutions licensed or 7 otherwise authorized to operate in this state which provide 8 participants with transferable, sustainable workforce skills 9 applicable to more than a single employer or which are listed in 10 s. 445.06, and for equipment associated with these programs. The 11 department shall work with CareerSource Florida, Inc., to ensure 12 that programs are offered to the public based on criteria 13 established by the state colleges, state technical centers, or 14 private postsecondary institutions licensed or otherwise 15 authorized to operate in this state, and do not exclude 16 applicants who are unemployed or underemployed. Programs that 17 support skills assessment and training for inmates in the state 18 correctional system who have 5 years or less until their release 19 and reentry may also be eligible for grants from this fund. The 20 department may contract with CareerSource Florida, Inc., or 21 administer this program directly. 22 (a) Grant funds may not be expended to provide training for 23 instruction related to retail businesses or to reimburse 24 businesses for trainee wages. 25 (b) Grant requests may be submitted to the department by a 26 public library, state correctional facility, state college, 27 state technical center, or private postsecondary institution. 28 The department shall establish an application process and 29 criteria for grant requests. Costs and expenditures for the 30 workforce training grants must be documented and separated from 31 those incurred by the public library, state correctional 32 facility, state college, state technical center, or private 33 postsecondary institution.
