       Senator Farmer moved the following:
       
    1         Senate Amendment to Amendment (713918) (with title
    2  amendment)
    3  
    4         Delete lines 5 - 18
    5  and insert:
    6         Section 1. (1) For the 2017-2018 fiscal year, the recurring
    7  sum of $440,015,734 from the General Revenue Fund and the
    8  nonrecurring sum of $49,081,005 from the General Revenue Fund
    9  are appropriated to the Department of Education in the Aid to
   10  Local Governments Grants and Aids – Florida Educational Finance
   11  Program category as a supplement to funds provided for the
   12  Florida Education Finance Program in Specific Appropriation 91
   13  of chapter 2017-70, Laws of Florida.
   14         (2) From the funds provided in subsection (1), the base
   15  student allocation shall increase by $127.60 and the Federally
   16  Connected Student Supplement shall increase by $154,341.
   17         (3) The Total Required Local Effort designated in Specific
   18  Appropriation 91 of chapter 2017-70, Laws of Florida, shall
   19  decrease by $1,316,805.
   20         (4)From the funds provided in subsection (1), $100,000,000
   21  is provided for intensive interventions and supports to schools
   22  that have earned three consecutive grades lower than a “C,”
   23  pursuant to s. 1008.34, Florida Statutes.
   24         (a) These funds shall be used to:
   25         1. Implement an extended school day or school year program
   26  that may consist of any combination of extended regular school
   27  day, evening, weekend, or summer school instruction that
   28  provides an additional 240 hours of additional learning time;
   29         2. Provide wrap-around services that include, but are not
   30  limited to, tutorial and after-school programs, student
   31  counseling, nutrition education, health services, parental
   32  counseling, drug-prevention programs, college and career
   33  readiness, food and clothing banks, and adult education; or
   34         3. Implement other evidence-based interventions or models
   35  that develop a school culture of attending college, high
   36  academic expectations, increased parent engagement, and
   37  character development.
   38         (b) Each school district receiving these funds must develop
   39  and submit to the Department of Education a school-based
   40  implementation plan that specifically delineates:
   41         1. How the funds will be used to transform the whole school
   42  to improve student success;
   43         2. The current baseline standards of student academic
   44  achievement, the outcomes to be achieved, and the method of
   45  measurement that will be used;
   46         3. Activities to increase parental involvement and
   47  engagement in the child’s education;
   48         4. How the school district will identify, recruit, retain,
   49  and reward instructional and school administrative personnel;
   50  and
   51         5. The provision of professional development that focuses
   52  on academic rigor, direct instruction, and creating high
   53  academic and character standards.
   54         (5) The funds provided in this section shall be allocated
   55  proportionately based on the FTE for eligible schools.
   56         (6) This section expires July 1, 2018.
   57         Section 2. Section 71 of Committee Substitute for House
   58  Bill 7069, First Engrossed, enacted in the 2017 Regular Session,
   59  is amended to read:
   60         Section 71. For the 2017-2018 fiscal year, $40 million
   61  $413,950,000 in recurring funds from the General Revenue Fund
   62  and $5 million in nonrecurring funds from the General Revenue
   63  Fund are appropriated to the Department of Education to
   64  implement this act. Of these funds, $233,950,000 shall be used
   65  to implement the Best and Brightest Teacher Scholarship Program
   66  pursuant to s. 1012.731, Florida Statutes, and the Best and
   67  Brightest Principal Scholarship Program pursuant to s. 1012.732,
   68  Florida Statutes, $30 million shall be used to implement the
   69  Gardiner Scholarship Program pursuant to s. 1002.385, Florida
   70  Statutes, and $10 million in recurring funds and $5 million in
   71  nonrecurring funds shall be used to implement the provisions of
   72  this act relating to statewide student assessments. The
   73  remaining funds shall be used to implement the remaining
   74  provisions of this act, except for the implementation of the
   75  Early Childhood Music Education Incentive Pilot Program, as
   76  created by s. 1003.481, Florida Statutes, the Committee on Early
   77  Grade Success, as created by section 65 of this act, and the
   78  Shared Use Task Force, as created by section 67 of this act.

   83  and insert:
   84         Education Finance Program; amending s. 71, CS for SB
   85         7069, 1st Eng., enacted in the 2017 Regular Session;
   86         revising appropriations to the Department of Education
   87         for implementation of CS for HB 7069; providing
   88         effective dates.
