House Comm: WD . 06/08/2017 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Appropriations (Simmons) recommended the following: 1 Senate Amendment to Amendment (713918) (with title 2 amendment) 3 4 Between lines 18 and 19 5 insert: 6 Section 2. (1) For the 2017-2018 fiscal year, the 7 nonrecurring sum of $60 million from the State Economic 8 Enhancement and Development Trust Fund is appropriated to the 9 Department of Economic Opportunity to administer contracts 10 approved by the Governor for the Florida Job Growth Grant Fund 11 created by SB 2502-A. 12 (2) For the 2017-2018 fiscal year, the nonrecurring sum of 13 $25 million from the State Transportation Trust Fund is 14 appropriated to the Department of Transportation to contract 15 with the Department of Economic Opportunity to provide for 16 transportation infrastructure for contracts approved by the 17 Governor for the Florida Job Growth Grant Fund created by SB 18 2502-A. 19 (3) The Executive Office of the Governor is authorized to 20 process one or more budget amendments pursuant to s. 216.181 21 (12), Florida Statutes, in a total amount not to exceed $40 22 million to provide for the nonoperating transfer of funds from 23 the State Transportation Trust Fund to the State Economic 24 Enhancement and Development Trust Fund to support expenditures 25 for the Florida Job Growth Grant Fund. 26 (4) State funds other than those appropriated in this 27 section may not be expended on the Florida Job Growth Grant 28 Fund. 29 Section 3. For the 2017-2018 fiscal year, the recurring sum 30 of $9.4 million from the State Economic Enhancement and 31 Development Trust Fund and the recurring sum of $6.6 million 32 from the Florida International Trade and Promotion Trust Fund 33 are appropriated to the Department of Economic Opportunity to 34 contract with Enterprise Florida, Inc., for operational purposes 35 and to maintain its offices but excluding expenditures on any 36 incentive tools or programs unless explicitly authorized by this 37 act. From the funds appropriated from the Florida International 38 Trade and Promotion Trust Fund, Enterprise Florida, Inc., shall 39 allocate $3.55 million for international programs, $2.05 million 40 to maintain Florida’s international offices, and $1 million to 41 continue the Florida Export Diversification and Expansion 42 Programs. 43 Section 4. For the 2017-2018 fiscal year, the recurring sum 44 of $26 million and the nonrecurring sum of $26 million from the 45 State Economic Enhancement and Development Trust Fund and the 46 recurring sum of $24 million from the Tourism Promotional Trust 47 Fund are appropriated to the Department of Economic Opportunity 48 to contract with the Florida Tourism Industry Marketing 49 Corporation. 50 51 ================= T I T L E A M E N D M E N T ================ 52 And the title is amended as follows: 53 Delete line 32 54 and insert: 55 Education Finance Program; providing appropriations to 56 the Department of Economic Opportunity and the 57 Department of Transportation for administration of the 58 Florida Job Growth Grant Fund; authorizing the 59 Executive Office of the Governor to process budget 60 amendments to support expenditures for the Florida Job 61 Growth Grant Fund; restricting the use of other state 62 funds towards the grant fund; providing appropriations 63 to the Department of Economic Opportunity to contract 64 with Enterprise Florida, Inc., and the Florida Tourism 65 Industry Marketing Corporation, respectively; 66 providing effective dates.
