       The Committee on Appropriations (Perry) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    4  insert:
    5         Section 1. Section 683.231, Florida Statutes, is amended to
    6  read:
    7         683.231 Citizen support organization for Florida Missing
    8  Children’s Day.—
    9         (1) The Department of Law Enforcement may establish a
   10  citizen support organization to provide assistance, funding, and
   11  promotional support for activities authorized for Florida
   12  Missing Children’s Day under s. 683.23.
   13         (2) As used in this section, the term “citizen support
   14  organization” means an organization that is:
   15         (a) A Florida corporation not for profit incorporated under
   16  chapter 617 and approved by the Department of State.
   17         (b) Organized and operated to conduct programs and
   18  activities; raise funds; request and receive grants, gifts, and
   19  bequests of money; acquire, receive, hold, invest, and
   20  administer, in its own name, securities, funds, objects of
   21  value, or other property, either real or personal; and make
   22  expenditures to or for the direct or indirect benefit of the
   23  department in furtherance of Florida Missing Children’s Day.
   24         (3) The citizen support organization is not a registered
   25  lobbyist within the meaning of s. 11.045.
   26         (4) The citizen support organization is specifically
   27  authorized to collect and expend funds to be used for awards;
   28  public awareness and awards ceremonies, workshops, and other
   29  meetings, including distribution materials for public education
   30  and awareness; travel; Internet and web-hosting services;
   31  administrative costs, including personnel costs; costs of
   32  audits; and costs of facilities rental.
   33         (5) The activities of the citizen support organization must
   34  be determined by the department to be consistent with the goals
   35  and mission of the department and in the best interests of the
   36  state and approved in writing by the department to operate for
   37  the direct or indirect benefit of the department. The approval
   38  shall be given in a letter of agreement from the department.
   39         (6)(a) The department may fix and collect charges for the
   40  rental of facilities and properties managed by the department
   41  and may permit, without charge, appropriate use of
   42  administrative services, property, and facilities of the
   43  department by the citizen support organization, subject to this
   44  section. The use must be directly in keeping with the approved
   45  purposes of the citizen support organization and may not be made
   46  at times or places that would unreasonably interfere with
   47  opportunities for the public to use such facilities for
   48  established purposes. Any money received from rentals of
   49  facilities and properties managed by the department may be held
   50  in the Operating Trust Fund of the department or in a separate
   51  depository account in the name of the citizen support
   52  organization and subject to the provisions of the letter of
   53  agreement with the department. The letter of agreement must
   54  provide that any funds held in the separate depository account
   55  in the name of the citizen support organization must revert to
   56  the department if the citizen support organization is no longer
   57  approved by the department to operate in the best interests of
   58  the state.
   59         (b) The department may adopt rules with which a citizen
   60  support organization must comply in order to use department
   61  administrative services, property, or facilities.
   62         (c) The department may not authorize permit the use of any
   63  administrative services, property, or facilities of the state by
   64  a citizen support organization that does not provide equal
   65  membership and employment opportunities to all persons
   66  regardless of race, color, religion, gender, age, or national
   67  origin.
   68         (7) The citizen support organization shall provide for an
   69  independent annual financial audit in accordance with s.
   70  215.981. Copies of the audit shall be provided to the
   71  department, the Office of Policy and Budget in the Executive
   72  Office of the Governor, and the Florida Cabinet.
   73         (8) This section is repealed October 1, 2018, unless
   74  reviewed and saved from repeal by the Legislature.

   85         persons with special needs from specified counties to
   86         statewide, through regional autism centers; requiring
   87         each center that opts to join the pilot project to
   88         distribute personal devices to aid search-and-rescue
   89         efforts; requiring that participants be selected based
   90         on criteria developed by the respective participating
   91         centers; revising the requirements for personal
   92         devices used in the pilot project; deleting a
   93         reporting requirement; delaying the scheduled repeal
   94         of the pilot project; conforming provisions to changes
   95         made by the act; providing an
