House Comm: RCS . 02/09/2018 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Appropriations Subcommittee on Pre-K - 12 Education (Galvano) recommended the following: 1 Senate Amendment 2 3 Delete lines 557 - 563 4 and insert: 5 scholarship-funding organization may be by individual warrant 6 made payable to the student’s parent or by funds transfer made 7 by debit cards, electronic payment cards, or other means of 8 payment which the department deems to be commercially viable or 9 cost-effective. If payment is made by warrant, the warrant must 10 be delivered by the eligible nonprofit scholarship-funding 11 organization to the private school of the parent’s choice, and 12 the parent shall restrictively endorse the warrant to the 13 private school. If payment is made by funds transfer, the parent 14 must approve each payment before the scholarship funds may be 15 deposited. The parent may not designate any entity or individual 16 associated with the participating private school as the parent’s 17 attorney in fact to endorse a scholarship warrant or approve a 18 funds transfer.
