       The Committee on Education (Baxley) recommended the following:
       
    1         Senate Amendment to Amendment (101332) 
    2  
    3         Delete lines 41 - 42
    4  and insert:
    5         (a) If a public institution of higher education or an
    6  individual acting on behalf of a public institution of higher
    7  education willfully violates a person’s expressive rights by an
    8  action prohibited under this section, the Attorney General or
    9  the person
